Clackamas County's Transportation System Plan (TSP) reflects all relevant national, state and regional transportation and planning requirements, and provides policies, guidelines and projects to meet transportation needs for residents, businesses and visitors in the unincorporated county for 20 years.
The 2045 TSP Update revisits this plan and helps us to consider the transportation changes that might be possible by 2045. This process involves a broad range of public involvement efforts including this event.

Budget and Project Tiers Overview:
Project Tier Framework
The existing 2013 TSP includes a tiered project list. For the 2045 TSP Update, we will review a broader list of projects and update the tiered list for review and discussion.
Over 400 potential projects will be prioritized into tiers (see explanation of tiers on Table 1).
The forecasted 20-year fiscally constrained budget is estimated at $633 million for Tier 1 projects.
The projects will be placed into one of the four tiers based on anticipated funding and scoring related to how well they address goals and objectives (evaluation criteria).
County projects would be placed in Tiers 1-3. Regional Partners/ODOT projects would be in Tier 4. This process is likely to move projects into different tiers from what is in the current 2013 TSP. There are more and new projects to consider as we update the TSP and projects are more expensive today.
Feedback on the Tiers
In June, the initial project tiering will be available for review and feedback by the Technical Advisory Committee (TAC), Project Advisory Committee (PAC), and the community through the Geographic Subarea (GSA) Workshops, Virtual Open House #2, and community engagement activities.
Based on the feedback, the Project Management Team (PMT) will further refine cost estimates and potentially reallocate projects amongst the tiers for further review in the fall.

These are not expected to be funded nor constructed by the county during the next 20 years, but they would help to meet the county's projected transportation demands in the future and help the county be well-poised for potential grant dollars. |
| ODOT | 4 | Projects on facilities that are owned by other agencies within the unincorporated areas of Clackamas County. Primarily projects on the ODOT system. |
