1. Welcome/Introductions– Chair Angela Brandenburg called the meeting to order at 12:04p.m., welcomed members and guests. 
   • Welcome New Members 
     • Jennifer Ricks – Interim District Manager, Oregon Department of Human Services, Clackamas who share her extensive child welfare and program integrity experience. 
     • Glenn Wachter, City Counselor Happy Valley was not present
   • Chair Brandenburg noted our council membership is now fully staffed for voting positions; only a non-voting Oregon State Police seat remains open.
2. Constant Action Item – Review and Approval of January 22, 2026, Local Public Safety Coordinating Council Meeting Minutes

The first order of business is to approve the minutes of the previous meeting held on January 22, 2026. The minutes had been distributed in advance and were also available at the meeting. No corrections were made to the minutes. Chair Angela 

Brandenburg asked to approve the minutes as written. The approval passed unanimously by verbal vote with twelve (12) yes votes, zero (0) no votes and no members of the council abstained from voting. The minutes are approved as written.  Note: Commissioner West arrived after the vote; therefore, the count was 12 members present.  

3. Action Item & Discussion – Justice Reinvestment Program Budget Adjustment Chris Chandler, Clackamas County Sheriff’s Office, Parole and Probation Captain, reviewed the enclosed CJC Grant Program budget projection sheet and provided information on the contract with Pathfinder Network, which is being terminated due to staffing challenges. Services will be shifted in-house, using existing Clackamas County Sheriff’s Office staff who are working towards Alcohol and Drug Certification. Certified staff will work within the jail to provide substance abuse assessments (ASAM) for adults on supervision. Funds will be reallocated from contracted services to personnel and supervision, equipment funds will support software programs (Qualtrics) and renewals (e.g., data/survey systems), and training funds will be refocused to support local/virtual options (no travel). The goal remains to maintain the same service levels despite restructuring. The 2025-2027 grant runs through July 2027. Captain Chandler asked for a motion to approve the budget adjustment as presented. Sean Drinkwine motioned to approve the budget adjustment as presented, John Wentworth seconded the motion. The motion passed unanimously with thirteen (13) yes votes, zero (0) no votes and no members of the council abstained from voting.

4. Discussion & Update – Justice Reinvestment Program – Victims Sub-Award 2025-2027 Chris Chandler, Clackamas County Sheriff’s Office, Parole and Probation Captain, provided a brief history of the programs grant noting that 10% of the award is provided to local victim service providers.  He informed council members that approximately $363K was allocated to three community providers.

   • Clackamas Women’s Services – culturally specific services and trauma support
   • Northwest Family Services – aftercare advocacy (Casa Esperanza program)
   • Children’s Center – medical/advocacy services

   Contracts are in the process of being finalized and payments will be processed (retroactive to July 2025) as invoices are received. The council members discussed and emphasized the need for better outcome data and performance tracking as well as balancing accountability with nonprofit capacity limitations. These areas were noted.   

5. Discussion and Update – Improving People’s Access to Community Treatment Services (IMPACTS) Grant Update Chris Chandler, Clackamas County Sheriff’s Office, Parole and Probation Captain, shared funding information from this grant noting we requested $1.6M and received approximately 70% (around $1.2M) due to statewide funding decisions. The grant was designed to fund two (2) full time equivalent (FTE) Behavioral Health Specialist in addition to supplies and housing for IMPACTS clients. The program will continue to move forward with the reduced funding, focusing on behavioral health coordination and a shift towards preventive, upstream services. We will maintain the full-time FTE at Parole and Probation and add a .5 FTE position stationed at the Stabilization Center as originally planned.  Services will connect high utilizers of emergency room and jails to treatment, working closely in coordination with the behavioral health FTE embedded at parole and probation.   
6. Discussion & Update – Health, Housing and Human Services (H3S) and Crisis Stabilization Updates Mary Rumbaugh, Health, Housing and Human Services Director shared information on the new Stabilization Center, operated by Clarvida (non-profit out of Idaho) and short-term housing, operated by Father’s Heart. The facility opened in December 2025 and provides 23-hour crisis stabilization and short-term housing (up to 60days) for unhoused individuals. On the Stabilization Center side, admission is voluntary. Law enforcement and community mobile crisis referrals are accepted; referrals from Parole & Probation will be accepted starting May 1, 2026. Early trends and challenges were shared, e.g., some repeat users indicating potential gaps, barriers due to distance, referrals from law enforcement with strong utilization from Milwaukie PD. The Stabilization Center program is currently funded through a contract with Care Oregon which runs through June 2027. Billing rules are not yet finalized, and ongoing State level funding is uncertain. Referrals for short-term housing as well as other resources are provided through Coordinated Housing Access (CHA). The short-term housing center has 13 beds primarily for males and 4 beds dedicated to females. The center has experienced success with transitioning individuals well before the 60-days to stable placements such as group homes, Veterans Village, and one into their own apartment. 7. LPSCC By-Laws Sub-Committee - Vice-Chair Chandler indicated the by-laws for LPSCC were last updated in 2019 and need revision and modernization.  Barriers to updating included quorum requirements and vacancies, which have now been resolved.  Last year the sub-committee received edits from Adam Freer and County Council, and we are looking to include new members on the sub-committee to update the structure and ensure statutory compliance. Charles Gallia and Adam Freer will join the sub-committee with Chris Chandler.  
8. Recruitment Update – Vacant Non-Voting Community position, Oregon State Police Chair Brandenburg will reach out to OSP for a representative.
