Welcome and Attendance

The meeting was called to order and attendees were welcomed. The agenda included a review of 2025 dental utilization by Delta Dental and a review of 2025 medical utilization by Providence.

Dental Carrier 2025 Utilization Review: Delta Dental Representative Tami Long

Review highlights include:

  • Delta Dental presented a review of 2025 utilization, enrollment, and benchmark comparisons.
  • Enrollment remained stable, providing a reliable basis for utilization analysis.
  • Discussion focused on preventive care utilization, network participation, and overall cost trends.
  • Committee members asked clarifying questions regarding utilization patterns and benchmarking methodology.

Medical Carrier 2025 Utilization Review: Mercer representative and consultant Joe Bober

Review highlights include:

  • Providence reviewed 2025 medical and pharmacy utilization and overall claim trends. 
  • Presentation included discussion of high-cost claims, chronic condition prevalence, and emergency department utilization.
  • Representatives reviewed benchmark comparisons and opportunities to improve member engagement and preventive care. 
  • Committee members discussed claims administration, member experience, and ongoing monitoring of plan performance.

Committee Discussion:

  • Committee members discussed the information presented by both vendors and asked follow-up questions regarding utilization trends.
  • Mercer and vendor representatives answered questions and indicated that utilization and cost trends would continue to be monitored.
  • Specific to the changes with Providence and Collective Health, the committee emphasized the importance of ongoing communication with employees regarding benefit utilization and available resources.
  • Mercer is committed to supporting during the engagement process and transition to a new medical provider, and new carrier candidates will be focused on transition of care from Providence. This will be critical to those employees who are in the middle of care during the transition to a new provider.
  • More information will be shared as it is received, and there will be an all-county email communications going out, as well as ongoing communications throughout the process.
