Chair calls meeting to order, recording begins. Introduces herself to guests.

Quorum is met.

March 23, 2026, meeting minutes are unanimously approved, via motion by Chair, seconded by co-Chair.

  • Stacie introduces herself for the guests in attendance. Thank you to all who were able to attend last week’s ODDS listening sessions on budgeting, as voices need to be heard. John asks how this was presented, SM answers these were more like world café style sessions. SL attended and appreciated the opportunity to listen and speak. Job support, foster providers, agencies, parents and others attended.
  • Amy introduces herself and gives some updates for QA, including QA file reviews. Adult In-Home reviews were completed in March, and we are now halfway finished with Adult Residential reviews. Additionally, she updates that the way QA is utilizing the Point Click Care system mentioned in past meetings has changed. Important to note is that we now will not always be aware of when individuals have emergency room visits. It is advised for individuals to keep their Services Coordinator updated as needed. QA will also be updating policies, including NOPA contact requirements, soon.

JM asks when AI may be implemented in how we gather data. AB answers that this county is not currently equipped to safely use AI for any data compilation while remaining HIPAA compliant, so we are not in a place to adopt AI processes at this time. SL asks about file reviews and how effective this has been at identifying patterns and trends. AB replies that as we have only recently begun, the trends are not yet obvious, but that this will change the longer QA is reviewing files.

  • Recruitment is open via the county website here and is open through 8/31/2026. Several roles are available. Please let Malika, Amy or Chair if you are or know anyone who could be interested in joining. The flyer is also attached to the email. We hope to gain some interest during the Resource Fair as well. John asks whether the new By-laws will affect recruitment, MR answers that recruitment was opened with the future By-laws in mind, and that roles in them are well defined. As of now, we are still awaiting applications and responses. For community safety reasons, prospective members should be 18 and older.
  • In May, we will be voting for new Chair and co-Chairs. Please note the next meeting will be 5/18/26. Current Chair explains time commitment and expectations for these roles.
  • Amy updates that the By-laws are still with PGA for a second review. We will keep you posted as soon as we hear back. Sara S. asks for an example of required verbiage, which Amy looks up and outlines for the Council. These are sentences which are templated and for all county advisory boards to use. Examples include conflict of interest, the Board of County Commissioners retaining control on appointments, etc. The new By-laws will need to be voted on by the Council when we hear back. We hope to see those by September. Tracy adds that Social Services has three other advisory boards who are going through the same process currently.
  • AB reports tables are generally full and we have a well-rounded group of organizations. For future Fairs, we may need to plan earlier and have a bigger space. The DD Council will have a table from 10AM -2PM on 6/27/26, and we will need some volunteers to man the table. Potential volunteers as of tonight’s meeting are: Lyrra (afternoon), Ann (anytime), Sara S. (anytime). If the DD Council needs admin support such as making copies etc, please let Malika know. The DD Council will contribute a raffle basket, please contact Chair if you would like to donate (Lisa L.).

Ann shares her vision for this committee, which would need to be voted in by our Council. Chair states there would need to be a plan, time expectation (2-3 hours), and accountability to the Council. If the committee is created, Council Chair will appoint a committee Chair. For clarity’s sake, this is an unpaid committee. Lyrra also brings up accessibility needs to be considered when emailing or meeting for this committee. Sara S. expresses a desire to see representation for different age groups on this committee. Malika will reach out to county staff for points of contact regarding resources. Chair moves to establish this Community Outreach and Engagement, seconded by Sara S.  The committee is successfully voted in to this Council. Chair appoints Ann Wilkinson as committee Chair, Ann accepts.
