Clackamas County District Attorney releases information on hostage rescue and fatal officer-involved shooting from April 30

OREGON CITY, Or. – The Clackamas County District Attorney’s Office has released a preliminary report regarding the April 30 officer-involved shooting in Happy Valley that left one man dead.

On April 29, deputies from the Clackamas County Sheriff’s Office Patrol Division were dispatched to a domestic disturbance involving a man with a weapon at a home in the 9800 block of SE Westview Court in Happy Valley. Deputies were told the home was occupied by a family of four and that the father – later identified as 45-year-old Andrew “Andy” Song – was holding his wife and two young children hostage with a large knife and threatening to kill them.

Upon arrival, deputies learned the father had also doused parts of the home in gasoline and was threatening to light the house on fire. Gasoline could be smelled by responding officers who contacted dispatch and requested fire and rescue personnel to be placed on standby and for Clackamas County Special Weapons and Tactics Team (SWAT) to be dispatched to the scene.

As the call progressed, the Clackamas County Crisis Negotiation Team, the SWAT team, the Washington County Crisis Negotiation Unit and the Tactical Negotiation Team responded to contain the incident and work toward deescalating the situation.

It became apparent as negotiations continued over several hours that Song was not willing to negotiate, and his behavior became increasingly more threatening and violent towards his wife and children. He was seen armed with a large knife throughout the call, as well as attempting to light a lighter.

Multiple options were explored to find a resolution, but due to Song’s actions and the imminent threat to the victims inside, tactical units were forced to make entry into the home when Song, who was still armed at the time, was shot and killed. The children and the female adult were rescued by law enforcement officers without injury. Investigators observed gasoline had been poured inside the home and also located an improvised incendiary device.

A multi-agency investigation is ongoing and most of the personnel who were involved in the call have been interviewed by detectives.

The two law enforcement officers who were involved have been identified as:

  • Detective Jesse Unck, Clackamas County Sheriff’s Office, 14 years of service.
  • Officer Charles Wujcik, Beaverton Police Department, 25 years of service.

Unck and Wujcik have been placed on administrative leave as the investigation continues and will remain on leave until the incident is presented to a Clackamas County Grand Jury as is standard practice. The Clackamas County District Attorney’s Office will not comment on this case until Grand Jury has occurred.
