Douglas Wayne Kelsey was playing video lottery poker on July 28, 2025, at a Denny’s restaurant on Southeast 82nd Avenue when he noticed an employee emptying cash from the gambling devices.
Kelsey grabbed the bag of cash containing $8,200, wrestling it from the employee. He ran toward the restaurant entrance; he pulled out a gun and pointed it at another employee when she tried to stop him. Then, in a sweeping motion, he pointed the gun at customers before fleeing.
Kelsey, 33, was sentenced Thursday to 14 years in prison after pleading guilty to two counts of Robbery in the First Degree.
Two other cases were resolved as part of a plea agreement.
While being held at the Clackamas County Jail on September 1, 2025, Kelsey and two other inmates assaulted another inmate. Kelsey pled guilty Thursday to Assault in the Third Degree. His 30-month sentence runs concurrent to the robbery sentence.
On July 11, 2025, Kelsey punched a man during an altercation in Wilsonville. He was charged with Harassment. The case was dismissed as part of the plea deal.
Kelsey has several prior convictions for violent crimes. He was sentenced to 13 months in prison in 2011 for an Assault in the Third Degree and Intimidation in the First Degree (Oregon’s hate crime statute, now called Bias Crime). Kelsey was sentenced in 2013 to 120 months in prison for two separate Assault in the Second Degree convictions.
