Loony John Franklin Kolb Toon pled guilty Thursday in Clackamas County Circuit Court to multiple felony charges stemming from a traffic stop last year where Toon shot at police as fled the scene.
Toon, 43, was convicted on four counts of Attempted Assault in the First Degree with a Firearm, Unlawful Use of a Firearm, Felon in Possession of a Firearm and Escape in the Second Degree and sentenced to 20 years in prison.
On June 20, 2025, Toon fired a gun at three Milwaukie police officers who pursued him after he sped away from the traffic stop. Toon abandoned his car near Southeast Tacoma Street and Southeast 26th Avenue and ran onto the Eastmoreland Golf Course, where the search for him was unsuccessful. He was arrested in Sandy, OR on June 23, 2025.
“This was an incredibly dangerous incident,” said Clackamas County Deputy District Attorney Rebecca Wareham Portlock, who prosecuted the case. Toon “showed callous disregard for every single person in his path … and endangered the lives of four police officers.”
Some Milwaukie police officers who were involved in the confrontation attended the hearing but declined to make victim impact statements. Toon also declined to make a statement when offered the opportunity.
At the time of the police stop, Toon was on probation in Columbia County for Attempted Kidnapping in the First Degree.
As part of a global plea agreement, Toon will plead guilty to outstanding criminal charges in Washington, Benton, Yamhill and Columbia counties. Sentences in those counties run concurrent with the 20-year Clackamas County sentence.
Toon must pay restitution to the City of Milwaukie for damaging a police car and to the owner of a car hit by bullets fired by Toon.
Toon has criminal history that includes 25 criminal convictions, including 16 felonies.
