OREGON CITY, Or. -- A registered sex offender was sentenced to prison again Wednesday after his second conviction on child pornography charges.
West Linn resident Raymond Terry Bisby, 54, was sentenced to 10 years in prison after pleading guilty to seven counts of Encouraging Child Sex Abuse in the First Degree.
On June 6, 2024, the West Linn Police Department received a tip from the Internet Crimes Against Children Task Force about a file of child sex abuse material. The information led police to Bisby, who was on post-prison supervision when he was arrested.
Police obtained records from a social media account connected to Bisby. The records revealed conversations between Bisby and other users where he discussed his interest in sexual interactions with children.
The police also executed search warrants on two of Bisby’s phones and discovered 199 media files determined to be child sex abuse materials. Eighty of the media files were "visually unique" meaning they were not copies of one another.
Bisby was charged with possessing child pornography in 2017 and again in 2018. He was convicted of possessing and duplicating thousands of images and videos of child pornography in 2018 and served five years in prison.
“It apparently had zero effect on his deviant sexual behavior. Once released back into our community, he continued duplicate and share images of child abuse, chatting with other pedophiles about his sexual desires involving children,” said Senior Deputy District Attorney Rusty Amos, who prosecuted the current case.
Amos asked Circuit Judge Michael Wetzel to impose the 10-year sentence.
“These are real victims and real crimes. The defendant’s sexual deviancy is real and substantial. He refuses to stop. He is dangerous and relentless. His sentence should reflect his victimization, his actions and his criminal history,” Amos said
