Notice of Public Hearing: With Respect to the Issuance of a Financing by Clackamas County, Oregon

Notice is hereby given that on September 17, 2026, a public hearing, as required by Section 147(f) of the Internal Revenue Code of 1986, as amended (the "Code"), will be held by Clackamas County, Oregon (the "County") with respect to the proposed issuance by the County of its tax-exempt obligations, in one or more series (the "Financing"), in an amount reasonably expected not to exceed $10,300,000. The hearing will commence at 10:00 a.m., or as soon thereafter as the matter can be heard and will be held in the Clackamas County Public Service Building (PSB), 4th Floor - Hearing Room, located at  2051 Kaen Road Oregon City, OR 97045.  Members of the public may attend in person and can also participate by dialing toll-free 1-888-788-0099 and entering passcode 87608872816 when prompted or joining the live meeting at the link: https://clackamascounty.zoom.us/j/87608872816.

The proceeds from the sale of the Financing, which will be issued as qualified 501(c)(3) bonds as defined in Section 145 of the Code, will be used to (i) finance or reimburse all or a portion of the costs of constructing two new two-story buildings to provide withdrawal management, residential treatment, support services, transitional housing, and outpatient services at the County's Recovery Campus, located within the boundaries of the County at 15301 SE 92nd Ave, Clackamas, OR 97015 (the "Project"); and (ii)pay costs relating to the issuance of the Financing.

The Project described above will be owned by the County and is expected to be managed and operated by Fora Health, Inc., a nonprofit organization described in Section 501(c)(3) of the Code.

The hearing will provide a reasonable opportunity to be heard for persons wishing to express their views on the merits of the Project, its location, the issuance of the Financing or related matters. Written comments will be accepted by the Clerk to the Board of Commissioners by email at clerktotheboard@clackamas.us, or at 2051 Kaen Road, Oregon City, Oregon 97045, but must be received on or before the time and date of the hearing.
