Several road improvements made due to Community Road Fund

OREGON CITY, Or. -- Clackamas County and other elected leaders today celebrated the completion of a transportation improvement project aimed at making roads safer for everyone.

Local leaders gathered in the Stafford area to celebrate the new roundabout at the Childs Road and Stafford Road intersection, dedicated bike lanes between Pattulo Way to Rosemont Road and a safer intersection at the Johnson Road and Stafford Road intersection. Travelers can expect to navigate the Childs Road and Stafford Road intersection more quickly thanks to a new roundabout, and bicyclists can enjoy safer connections to area roads and amenities thanks to a widened road with dedicated bike lanes. Stafford Road will be fully open tomorrow, Oct. 1.

This safety and congestion relief project would not have been possible to construct without the county's Community Road Fund. Since 2019, this dedicated fund uses local vehicle registration fees that provide a consistent source of revenue, allowing the county to complete projects most important to residents and businesses. The Community Road Fund contribution was $11.2 million, a large portion of the full project cost of $18.6 million.

"In November 2019, the Board of County Commissioners approved recommendations from the Community Road Fund Advisory Committee, the Traffic Safety Commission and county staff to fund projects throughout the county," said Clackamas County Commissioner Paul Savas. "Thanks to the Community Road Fund, traffic at the Stafford Road and Johnson Road intersection is now safer by removing the skew for better sight distance for people traveling northbound."

"While this roundabout and major stretch are county infrastructure, this project represents a true shared vision and a powerful partnership between Clackamas County and the City of Lake Oswego," stated Lake Oswego Mayor Joe Buck.

A suite of Community Road Fund projects was prioritized in 2019. For this Stafford Road improvements project, construction lasted from April 2025 through September 2026 with multiple road closures to prioritize the safety of the traveling public, the safety of construction workers, efficiency of the construction work, and overall time of construction and cost of the project.

Project improvements

  • Added a roundabout at Childs Road
  • Realigned Johnson Road to eliminate intersection skew and reduce steep slopes
  • Added a southbound left-turn lane at Johnson Road
  • Widened Stafford Road between Pattulo Way and Rosemont Road to add bike lanes
  • Replaced the Pecan Creek culvert at Childs Road with a larger, fish-passable culvert

Community benefits of new transportation capital improvements

  • Shorter wait times for people to travel through the Stafford Road and Childs Road intersection using roundabout (replaced a stop sign).
  • Stafford Road and Johnson Road intersection is now safer because the skew was realigned for better sight distance for people traveling northbound, restricting a turn that had created traffic conflicts and provided a dedicated turn lane for people traveling east on Johnson Road.
  • Bicyclists can now safely travel on Stafford Road and connect to other roads and enjoy access to West Linn and Lake Oswego's many parks and outdoor spaces.

To date, the Community Road Fund has allowed the county to pave an additional 12.5 miles of roads, enhance safety at four intersections and construct three congestion relief projects. For more information about the Community Road Fund, visit www.clackamas.us/crf.
