    1. Elections Update by County Clerk Catherine McMullen
  2. *HOUSING AUTHORITY CONSENT AGENDA
    (The following Items are considered routine, and therefore will not be allotted individual discussion time on the agenda. Many of these items have been discussed by the Board in Work Sessions. The items on the Consent Agenda will be approved in one motion unless a Board member requests, before the vote on the motion, to have an item considered at its regular place on the agenda.)
    1. Approval of a Construction Contract with Nomarco, Inc. for the Housing Authority of Clackamas County Wide Flatwork Project. Total contract value is $328,000 for 120 days. Funding is through US Department of Housing and Urban Development Capital Grant Funds. No County General Funds are involved.
  3. PUBLIC HEARINGS
    (The following items will be individually presented by County staff or other appropriate individuals. Persons appearing shall clearly identify themselves and the department or organization they represent. In addition, a synopsis of each item, together with a brief statement of the action being requested shall be made by those appearing on behalf of an agenda item.)
    1. First Reading of an Ordinance Amending Clackamas County Code Chapter 6.03, Emergency Regulations, and Declaring an Emergency. No fiscal impact. No County General Funds are involved.

    1. Health, Housing, & Human Services
      1. Approval of First Addendum to the Purchase & Sale Agreement with YKC Hospitality, LLC for the purchase of real property and improvements generally known as the Quality Inn located at 9717 SE Sunnyside Road, Clackamas, OR 97015. Addendum value is $205,090, total agreement value is increased to $15,205,090. Funding is through a combination of local and State sources, including the State’s Project Turnkey 2.0 program. No County General Funds are involved.
      2. Approval of a Board Order approving the purchase of Quality Inn property at 9717 SE Sunnyside Road, Clackamas, OR 97015 and delegating signature authority to the Chair and County Administrator to execute all documents reasonably necessary to complete the closing of the purchase of the Property. Agreement value is $15,205,090. Funding is through a combination of local and State sources, including the State’s Project Turnkey 2.0 program. No County General Funds are involved.

    2. *Disaster Management
      1. Approval of an Intergovernmental Agreement with cities within Clackamas County for the lending of personnel within Clackamas County when personnel are unable to get to their normal reporting location. No fiscal impact. No County General Funds are involved.
    3. *Technology Services
      1. Approval of a Board Order authorizing an increase in Purchase Order authority under a cooperative contract with Dell Marketing L.P. for Microsoft Volume License Agreement Capacity Expansion. Amendment value is $584,504.88, total contract value is increased to $3,117,449.52 over 3 years. Funding is through departmental cost allocations and $237,871 in budgeted County General Funds.
    4. *Transportation & Development
      1. Approval of a Supplemental Project Agreement with the Oregon Department of Transportation for the East Barlow Trail Road at Milepost 1.65 Project. Agreement value is $1,502,214 with matching funds of $157,056 provided by County Road Funds. Funding is through the Federal Emergency Relief Program. No County General Funds are involved.
    5. *Finance
      1. Approval of a Public Improvement Contract with Yadon Mechanical for the Beavercreek Clinic Utilidor Hook Up Project. Total contract value is $313,651. Funding is through budgeted County General Funds.
      2. Approval of a Resolution Authorizing a Debt Issuance of up to $7 million to Finance the Purchase of a Facility and Property at 6433 Lake Road, Milwaukie for the Health Centers’ Behavioral Health Clinic. Deposit funded through Health Centers clinic revenues. No County General Funds are involved.
    6. *County Administration
      1. Approval of a Subrecipient Grant Agreement with Clackamas Women’s Services for Non-Profit Recovery Assistance. Grant value is $1.25M for 19 months. Funding through County American Rescue Plan Act Funds. No County General Funds are involved.
      2. Approval of a Subrecipient Grant Agreement with Workforce Investment Council of Clackamas dba Clackamas Workforce Partnership for Non-Profit Recovery Assistance. Grant value is $1.25M for 19 months. Funding through County American Rescue Plan Act Funds. No County General Funds are involved.
    7. *Health, Housing, & Human Services
      1. Approval of Intergovernmental Revenue Agreement with Sandy Fire District #72 for Medical Direction. Agreement value is $7,350 for 1 year. Funding is through Sandy Fire District. No County General Funds are involved.
      2. Approval of Intergovernmental Agreement with Clackamas Fire District #1 for Project Hope Community Paramedic Opioid Overdose Project. Agreement value is $16,000 for six months. Funding is through Budgeted County General Funds allocated for Substance Abuse.
      3. Approval of Amendment #2 to a Research Subaward Agreement with Oregon Health & Science University for an Addition Treatment for Opioid Use Disorder for Incarcerated Individuals Study. Amendment value is $61,372 for 1 year, agreement value is now $138,728 for 2 years. Funding is through Oregon Health & Science University. No County General Funds are involved.
      4. Approval of a Federal Subrecipient Agreement with Clackamas Women’s Services to provide legal assistance for domestic violence restraining order petitioners. Grant value is $153,017 for 2 years & 9 months. Funding is through the US Department of Justice Office on Violence Against Women Fiscal Year 2022 Improving Criminal Justice Response Grant. No County General Funds are involved.
      5. Approval of Amendment #2 to a Revenue Subagreement with Oregon State University for parenting education expansion. Amendment value is $98,035, grant award is increased to $265,820 for 2.5 years. Funding is through the Oregon Parenting Education Consortium. No County General Funds are involved.
      6. Approval of Amendment #1 to a Revenue Subagreement with Oregon State University for parenting education expansion. Amendment value is $58,770, grant value is increased to $117,540 for 2 years. Funding is through the Oregon Department of Human Services. No County General Funds are involved.
      7. Approval of Amendment #3 to a Federal Subrecipient Grant agreement with Clackamas Women’s Services to Improve the service delivery of the Criminal Justice Response for Domestic Violence program. Amendment value is $45,510, grant value is increased to $306,052 for 3 years. Funding is through the US Department of Justice Office on Violence Against Women Fiscal Year 2019 Improving Criminal Justice Response Grant. No County General funds are involved.
      8. Approval of a Subrecipient Grant Agreement with the City of Estacada for ADA Ramps & Sidewalk Improvements. Grant value is $145,000 for one year. Funding is through Federal Community Development Block Grant. No County General Funds are involved.
      9. Approval of a Professional Services Contract with Housing Development Center for the administration of the Regional Long-Term Rent Assistance Risk Mitigation Program for Clackamas County. Total value is $2,391,607.08 for 4 years. Funding is through Metro Supportive Housing Services Funds. No County General Funds are involved.
      10. Approval of a revenue agreement with CareOregon, Inc. for the Behavioral Health Integration and Access Project. Agreement value is $500,000 for 9 months. Funding is through CareOregon, Inc. No County General Funds are involved.
      11. Approval to apply for a for Project Turnkey hotel site support grant. Grant value is $250,000. Funding is through the Oregon Department of Housing & Community Services. No County General Funds are involved.

It is the intention that this portion of the agenda shall be limited to items of County business which are properly the object of Board consideration and may not be of a personal nature.
