    (The following items will be individually presented by County staff or other appropriate individuals. Persons appearing shall clearly identify themselves and the department or organization they represent. In addition, a synopsis of each item, together with a brief statement of the action being requested shall be made by those appearing on behalf of an agenda item.)
    1. Approval of a Board Order approving Boundary Change 2023-001, an annexation to the Clackamas River Water District. No fiscal impact. No County General Funds are involved.
    2. Approval of a Board Order approving Boundary Change 2023-002, an annexation to Clackamas Service District #1. No fiscal impact. No County General Funds are involved.
    3. Approval of a Board Order approving Boundary Change 2023-007, an annexation to the Sunrise Water District. No fiscal impact. No County General Funds are involved.
  2. CONSENT AGENDA (The following Items are considered routine, and therefore will not be allotted individual discussion time on the agenda. Many of these items have been discussed by the Board in Work Sessions. The items on the Consent Agenda will be approved in one motion unless a Board member requests, before the vote on the motion, to have an item considered at its regular place on the agenda.)

      1. Approval of Previous Business Meeting MinutesBCC
      2. *Approval of an Intergovernmental Agreement with Portland State University National Policy Consensus Center for Phase II of the Clackamas County Local Public Safety Coordinating Council equity plan. Agreement value is $30,000 for 1 year. Funding through the Oregon Criminal Justice Commission. No County General Funds are involved. – CCSO
      3. *Approval of a Personal Services Contract with Everhealth, LLC for comprehensive correctional medical, dental, pharmaceutical, and mental health services at the Clackamas County Jail. Total value is $32,758,411.32 for 5 years. Funding through Public Safety Local Option Levy funds and $23,586,056.15 in budgeted County General Funds. – CCSO
    2. *Transportation & Development
      1. Approval of a Board Order Accepting Right of Way and Simultaneously Vacating a Portion of Red House Road. No fiscal impact. No County General Funds are involved.
      2. Approval of Amendment #1 increasing annual not to exceed limits of a Contract with Tyree Oil, Inc. for fuel services. Amendment value is $4.5MM, contract value is increased to $22.5MM for 9 years. Funding through Fleet Services user fees. No County General Funds are involved.
    3. *Health, Housing, & Human Services
      1. Approval of Amendment #2 expanding the scope of work, extending the term, and increasing the value of a contract with Clackamas Service Center, Inc. for outreach & engagement and on-call emergency services. Amendment value is $290,149 for 1 year, contract value is increased to $476,649 for 1.67 years. Funding is through the Supportive Housing Services Measure. No County General Funds are involved.
      2. Approval of Amendment #1 increasing funding and duration of a Local Subrecipient Blueprint Grant with Todos Juntos for the Blueprint for a Healthy Clackamas Ready Smile Program. Amendment value is $29,707.60 for 1 year, agreement value increased to $74,144.57 over 3 years. Funding is through FY22 restricted fund balance. No County General Funds are involved.
      3. Approval of a Revenue Agreement with CareOregon, Inc. for outreach services. Anticipated value is $227,256 for 10 months. Funding is through CareOregon, Inc. No County General Funds are involved.
      4. Approval to Apply for a Funding Opportunity with the Oregon Higher Education Coordinating Commission for Round 2 Workforce Ready Grants to increase the capacity of Clackamas County’s Workforce Services Unit. Grant value is up to $1.6MM for 2.7 years. Funding is through Oregon Department of Human Services. No County General Funds are involved.
      5. Approval of revenue agreement with CareOregon for the Primary Care Payment Model Program. Agreement Value is $1,630,000 for 1 year. Funding is through CareOregon. No County General Funds are involved.
  3. *WATER ENVIRONMENT SERVICES CONSENT AGENDA  
    (The following Items are considered routine, and therefore will not be allotted individual discussion time on the agenda. Many of these items have been discussed by the Board in Work Sessions. The items on the Consent Agenda will be approved in one motion unless a Board member requests, before the vote on the motion, to have an item considered at its regular place on the agenda.) 
    1. Approval of Personal Services Contract with Carollo Engineers, Inc., for engineering services for the Tri-City Water Resource Recovery Facility Influent Pump Station Expansion Project. Contract value is $1,699,131. Funding through Water Environment Services Sanitary Sewer Construction Fund. No County General Funds are involved.

    (The Chair of the Board will call for statements from citizens regarding issues relating to County government. It is the intention that this portion of the agenda shall be limited to items of County business which are properly the object of Board consideration and may not be of a personal nature. Testimony is limited to three (3) minutes. Comments shall be respectful and courteous to all.)
