  1. PUBLIC COMMUNICATION (The Chair of the Board will call for statements from citizens regarding issues relating to County government. It is the intention that this portion of the agenda shall be limited to items of County business which are properly the object of Board consideration and may not be of a personal nature. Testimony is limited to three (3) minutes. Comments shall be respectful and courteous to all.)

  2. HOUSING AUTHORITY CONSENT AGENDA (The following Items are considered routine, and therefore will not be allotted individual discussion time on the agenda. Many of these items have been discussed by the Board in Work Sessions. The items on the Consent Agenda will be approved in one motion unless a Board member requests, before the vote on the motion, to have an item considered at its regular place on the agenda.)
    1. Approval of Housing Authority of Clackamas County Resolution 2008 authorizing all actions related to the Shortstack Hillside Community Land Trust affordable home-ownership project.  Total Resolution Value is $978,176.  Funding is through Metro Affordable Housing Funds and Seller Loan.  No County General Funds are involved.
  3. PRESENTATION (Following are items of interest to the citizens of the County)
    1. Earthquake Preparedness and Clackamas County Great ShakeOut Drill
    2. Approval of a Proclamation naming the month of October as Manufacturing Month in Clackamas County.
  4. PUBLIC HEARINGS (The following items will be individually presented by County staff or other appropriate individuals. Persons appearing shall clearly identify themselves and the department or organization they represent. In addition, a synopsis of each item, together with a brief statement of the action being requested shall be made by those appearing on behalf of an agenda item.)
    1. Approval of a Boundary Change Proposal No. 2026-004 (CCSD1).  No County General Funds are involved.
    2. Approval of a Boundary Change Proposal No. 2026-009 (CCSD1).  No County General Funds are involved.

      2. Approval of Amendment #1 with Keefe Commissary Network LLC for Jail commissary services. Amendment Value is $90,000 for 2 years. Total Agreement Value is $390,000 for 6 years.  Funding is through Budgeted County General Funds. - CCSO
    2. Transportation & Development
      1. Approval of a Building Codes Evaluation Support Agreement with the State of Oregon Building Codes Division, Master Agreement PO-44000-00039380 for as needed Building Official, Plan Review, and Inspections Services.  Total Agreement value is $25,000 per year through June 30, 2034. Funding is through permitting and plan review revenue.  No County General Funds are involved.
      2. Approval of Amendment #2 of Contract #4145 with Traffic Safety Supply Company for on-call sign material and road safety supplies.  Amendment Value is $160,000 for a Total Contract Value of $960,000 for 6 years.  Funding through County Road Fund.  No County General Funds are involved.
    3. Health, Housing & Human Services
      1. Approval of Amendment #4 to a Revenue Intergovernmental Grant Agreement with the Oregon Department of Human Services for Medicare Consumer Education. Amendment Value us $22,560 for 1 year. Total Agreement is $83,120 for 4 years. Funding is through US Department of Health and Human Services.  No County General Funds are involved.
      2. Approval of an Intergovernmental Revenue Agreement with Sunrise Water Authority for low-income utility support.  Agreement Value is $7,125 for 12 months.  Funding is through Sunrise Water Authority.  No County General Funds are involved.
      3. Approval of a Grant with the US Department of Housing and Urban Development for HOME Investment Partnership Grant funds.  Grant Value is $908,186.03 for 8 years.  Funding through the US Department of Housing and Urban Development.  No County General Funds are involved.
      4. Approval of a Grant with the US Department of Housing and Urban Development for Emergency Solutions Grants funds.  Grant Value is $187,451 for 2 years.  Funding through the US Department of Housing and Urban Development.  No County General Funds are involved.
      5. Approval of a Grant Award with the US Department of Housing and Urban Development for Community Development Block Grants.  Grant Value is $2,118,695 for 7 years.  Funding through the US Department of Housing and Urban Development.  No County General Funds are involved.
  6. WATER ENVIRONMENT SERVICES CONSENT AGENDA (The following Items are considered routine, and therefore will not be allotted individual discussion time on the agenda.     1. Approval of Amendment #8 for Contract #2149 with Parametrix, Inc for the Three Creeks Floodplain Enhancement Project.  Amendment Value is $73,690.  Total Contract Value is $1,892,341.86.  Funding through WES Surface Water Construction Funds.  No County General Funds are involved.
