| County Financial Assistance Agreement (CFAA) and BH Local Plan Review-Mary | - Updated the group on changes to the CFAA-rather than unique service lines, core service areas were developed in collaboration with state and counties with the goal that the funding can be flexibility used within those core areas.
- Expectations that funding is prioritized for populations like Aid and Assist, civil commitment and mobile crisis. Other areas are based on “subject to availability of funds” language-which has created tension with partners on the contract.
- The new contract was to be effective 7/1 but several counties pushed back on the language so the current agreement was extended by 6 months while language continues to be negotiated
- New requirement-BH Local Plan. Initial first draft plus budget is due Oct 1st and final plan to be submitted to OHA by 12/31/25. Mary walked through the Local Plan and answered questions.
| BHD has contracted with Kathy Turner to help with the community engagement/listening sessions. Mary has suggested the August MHAC meeting for this session-to be confirmed |
| Committee updates - All | - Advocacy/Legislative Committee:
- Long session ended. $65M passed to support the development of more secure residential to address the Aid and Assist population. Clackamas believes that we will see a portion of that funding going to the Clackamas Recovery Campus. The ask is $20M-likely won't see that amount approved.
- Dave: Civil commitment bill got folded into a larger bill. Passed. Unfortunately a lot of fiscal asks did not pass due to the budget forecast
- Pam: Prevention bill passed. Kept is simple for a reason

- Youth app is moving forward with soft launch in September
- Director Update:
- Karen Kern starts August 18th and has a comprehensive onboarding plan
- August meeting? Possibly conduct the listening session/community engagement for the BH Local Plan with MHAC
- September meeting-deeper meet and greet with Karen and MHAC members
- Stabilization Center is on track for completion for Oct and expect to open in December
- Commissioner West has been assigned to our board. Good for us to review relevant topics and we should think about specific invites for him to attend.
- H3S has a table for the 9/25 at 6 pm NAMI Clackamas event with 7 seats available-let Mary know if you can attend (Teresa and Guest; Sara, Sheri, New BH Director)
