  • Bo brought the meeting to order at 4:34 pm
  • Introductions of members, staff and guests
  • Review of group norms
  • Approval of July Minutes. Dave: 1st Pam: 2nd. Approved by members
  • Acronym list updates per request from May meeting
During the engagement session, note any acronyms during the discussion
BH Local Plan Community Engagement Session- Kathy Turner
  • Facilitated discussion and presentation specific to the County Financial Assistance Agreement and the requirement for the BH Local Plan. Components of the plan were reviewed at a high level, including funding and priority populations to be served.
  • Members participated in polls to solicit feedback in the following areas: most important behavioral health challenges; substance use and mental health service priorities;
  • Members participated in group discussion questions including: what do you see as the most important strengths of Clackamas County BH services-what do we well? What about opportunities for innovation, to address challenges or identify areas for improvement.
  • Kathy will be sending out a longer survey that we hope members will complete: Survey Link https://form.jotform.com/252295437118157 Please respond by or before September 10, 2025
Kathy will be facilitating additional community engagement sessions. The Behavioral Health Division will submit the first draft and budget by 10/1 with final plan and budget due to OHA on 12/31. The draft and final plan will be shared with MHAC. Kathy via Mary will be sending out a longer survey link-everyone is asked to complete it even if you participated in the meeting.
Committee updates - All
  • Advocacy/Legislative Committee:
    • HB 2005-focus on civil commitment and Aid & Assist
    • HB 2059-$65 investment in treatment capacity (Clackamas hopes to receive $10M for the Recovery Campus from this bill)
    • HB 5204 $6M workforce
    • HB 3321-statewide youth substance use prevention plan
    • In the short session, limits on the number of bills that can be submitted
  • Nominating Committee:
    • No updates and no current recruitment right now
  • Suicide Prevention Coalition Update:
    • App is live on Apple-Compass to Connections
  • Director Update:
  • Welcome Karen Kern
  • Stabilization Center-construction on track for completion by end of October and opening the beginning of December
  • Recovery Campus-in design-construction and program. Still looking for funding
  • Trying to manage state and federal impacts-more to come
 
Round Table
  • Teresa Melville- Planning for return to school, please hold grace for the young folks and their family
  • Sara Clement- Power in Prevention conference attendee and attending several other conferences to raise parent and peer voice. Still job searching
  • Dave Hunt- NAMI Clackamas Party with a Purpose 9/25 at 6 pm. H3S table still has 2 seats available. Let Mary know if you are interested in joining
  • Pam Pearce- August 28th-4D and Clackamas County will have an overdose awareness day 11-2. Highlighted that Governor Kotek publicly signed 4 bills and one of them was prevention
  • Cathy Horey-Nothing for today
  • Rae Gordon-Singer and supporting a small business-Willamette Musical Festival this weekend. Doing a food drive that will benefit Love One
  • Adam Caba-appreciation for Kathy T and warm welcome to Karen
  • Beto-As follow up to our previous discussion, remember to support fathers with children. Fundraising event coming up. Beto will send the information to the group.
