Staffing Transitions Trent Wilson shared that Bryan Hockaday has changed positons. Trent will administer C4 until further notice. Please direct all questions or support back to Trent at twilson2@clackamas.us 
STIF Funding Orientation 

Trimet provided an orientation on the origin and distribution of funding for State Transportation Improvement Funds (STIF). 

The presentation addressed funding themes funding uses, and various ways TriMet and others have improved service. TriMet addressed various funding discussions and limitations on how STIF funding could be altered under the current system. 

I-205 and TollingIn March, C4 sent a letter to ODOT requesting an extension for the comment period for the supplement environmental analysis. The Governor’s letter to shelve tolling came out shortly after, which staff anticipated would influence ODOT’s answer. ODOT called C4 staff the morning of the C4 meeting and confirmed the EA will not proceed in 2024 to make
C4 Retreat 

Survey results (in the packet) revealed consensus on two topics for the retreat: preparing for the anticipated 2025 transportation funding package, and strategizing on how our communities grow to meet economic and housing production goals. 

Registration forms will be out in the next few weeks, and C4 will get a preview of the working draft agenda at the May meeting. 

Updates/Other Business 

JPACT – ODOT presented on the funding cliff, emphasis on the HB 2017 funding and projects, as well as broader transportation funding needs in the state. There was additional emphasis on local funding needs by JPACT members. 

MPAC – Update on the affordable housing bonds by Metro COO Marissa Madrigal. Discussed various options on how to proceed. The Metro CFO will come to a future meeting and discuss options more broadly. There was also a summary of the governor’s package that passed at the state legislative session.
