II. Housekeeping 

March 05, 2026 meeting minutes approved. Approval of a staff nomination to the Metro Transportation Policy Alternatives Committee was tabled.

III. Workforce Development Introduction & Discussion

Members received presentations about workforce development, with guest speakers from Clackamas Workforce Partnership, WBTO, LCC, and Clackamas County College. Discussion followed about opportunities at the Estacada Mill Site, and more general workforce challenges, including the availability of affordable housing, ensuring businesses can quickly find talent, and filling municipal jobs to provide the services. There is interest in greater coordination between education and industry, and employment opportunities for young adults with special needs. 

IV. Legislative Updates

A vote on the transportation measure referral is scheduled for May, and the governor is launching a work group to provide recommendations to the legislature in 2027. The work group will be supported by topical subgroups. C4 was invited to look inward about how it thinks about 2027 transportation package, citing past work on a Values & Outcomes document. 

V. March Meeting Follow-Up: Mini Project List Update

Staff requested clarification on a request in March to develop a mini project list. Members suggested categorizing projects as small, medium, large, and potentially mega, with data collection on whether a project is on a state facility and if it benefits housing and businesses.

VI. C4 Retreat & Registration

Last month, C4 identified topics for the annual retreat, and the executive committee took feedback seriously. Topics carried into scoping include economic development and preparation for the 2027 state transportation package. Staff hopes to return in May with a final agenda for approval. Registration will open in a couple weeks. Whereas the event is C4-driven, it is also open to non-C4 members, including city councilors, administrators and staff. 

VII. Other Business

  • R1ACT continues to navigate the new ODOT capital improvement plan process.
  • JPACT discussed proposed MTIP amendments and an update on the Interstate Bridge.
  • MPAC did not meet in March.
  • The May meeting of C4 will be held in person at City of Milwaukie.
