III. Moderate Income Revolving Loan Program

Members received a presentation about the MIRL program, which offers revolving loans to cities and counties for housing production targeting moderate-income households earning at or below 120% of the area median income (AMI). Discussion followed to clarify program parameters, the role of sponsoring jurisdictions and potential liabilities, controls for developers, and program reporting. Interest was expressed in whether cities can pass through their administrative fee to the counties to assist with administration.

IV. Local Perspectives on Economic Development

Members received a primer on economic development and learned about economic development initiatives occurring in Port of Portland, Sandy, and Milwaukie. Discussion followed about the Port’s role in regional economic development, funding mechanisms for incentive programs and operations, tailoring incentives to the local business climate, and communication considerations with the public. The discussion closed by flagging an economic development survey in circulation.

V. Approve C4 Retreat Agenda – Action Item

Members reviewed the draft retreat agenda. Questions followed about event amenities, involvement by economic development professionals, weaving in the governor’s prosperity council, and within the transit session, contemplating how cities can support micromobility.

Motion by Ms. Helm to approve draft agenda approved. Second by Mr. Keyser. Staff clarified, and motioners confirmed, that staff have wiggle room to address comments received. Motion passed.

VI. Other Business

• R1ACT is putting together a project list for consideration in ODOT’s new CIP process. The experience has been challenging, noting process ambiguity.
• JPACT is anticipated to consider emergency transportation routes at its next meeting. Other topics of interest include the transportation demand management strategy, the regional transportation plan process, and a series of transit funding conversations.
• MPAC has overlap with JPACT, discussing RTP amendments for three transit projects, cooling corridors and extreme heat, updates on the Future Vision project, the land banking study, and RTP process. 
• The seat on the TriMet board representing most of Clackamas County remains vacant. There have been eight meetings since the vacancy, and a retreat is scheduled. Clackamas County sent a letter asking the governor to act quickly.
• C4 will next convene on June 5-6 for its annual retreat. Registration information is in the packet. Please register by May 15.
