Guest Speaker
Shawn Olson, Fire Marshal, Clackamas Fire District #1 – Topic: Back Yard Burning
https://clackamasfire.com/
Discussed call volume over the years - 90% are medical, next meeting he’ll break
out more about the 10% fires - areas/causes/learnings
Subscribe to the quarterly newsletter - The Siren
Shawn thanked us for passing the staffing levy in 2023. Station #13 - Clarke’s is now
staffed full time. The community was grateful that Clackamas Fire came out to the Easter
Egg hunt event.
Apps for the community: Pulse Point / Watch Duty
Burn/Smoke complaints - largest by volume. They cannot take action unless there is a
threat to life or structures.
Fill out DEQ complaint form:
https://www.oregon.gov/deq/Get-Involved/Pages/File-Pollution-Complaint.aspx
Call the DEQ complaint line: 888-997-7888
Slash Piles or Agricultural burns – If permitted, no action taken unless a threat. Alternatives to burning? Expensive and not always any “greener”. Alternatives to burning piles of yard debris or forest slash include composting, mulching, chipping, and hauling to landfills or recycling centers. For larger-scale forest debris, technologies like biochar
production or using wood waste for energy generation are being explored. Lop and scatter can also be a viable option, especially for thinning and logging debris.
Fire Season - follows Oregon Department of Forestry meteorologists. Global warming changes shift seasons. Variations on days/times to burn weather/DEQ permitting as they look at inversions, wind, temp, moisture, etc. The burn line will be updated by 8AM.
That phone number is: 503-742-2945
Concerns about this years fire season due to political environment? Wildland firefighters rehired back. What about trail workers to keep trails maintained / debris free/ cleaned? Unclear how this will go.Shawn will come back in August with more updates.

3. Land Use Activities/Decisions
- Joe Matteo moved to approve. Bill Merchant seconded.
a. Z0009-25 Christian Soto, 14331 S Morency Lane, Oregon City, zoned RRFF5, 3.24 acres, requesting a new temporary home for care. Approved subject to
conditions. No discussion.
b. Z0099-24 Mobile Vending Unit Permit Expires April 30, 2025. Discussion took place about future plans. Possible 4 vendors, improvements need to be made/so still in process. Bill Merchant will be talking to business owner and property owner about plans. 4. Reporting
Finance: Cheryl Buchert - No questions/Nothing to add.
- Cash: $62.84 | Checking: $1,013.68 | Trust: $5,853.26 (Park: $4,292.62)
- Total: $6,929.78
b. Beavercreek Cooperative Telephone: Bill Merchant. Fiber lines in motion, in government hands, but DOGE kicked in and they are low on staff.
c. Transportation: Bill Merchant. Issues with funding ODOT. Many proposed funding sources (trucks, cars, bikes, gas tax, etc..) Growing concern about budgeting throughout the state.
d. Clackamas Soil and Water Conservation District (CSWCD): Joe Matteo. 2nd budget meeting, no public comments. May 20 4:00PM is the next meeting.
e. Garlic Mustard - Invasive Weed of the month.

5. Old Business
- Beavercreek Bulletin - We need an Editor (2 Volunteer Assistants). Patrick Whitmore (Owner Beavercreek Saloon) has a granddaughter that is already an editor, so could take this on as well. Tammy will connect with her to discuss the opportunity.
6. New Business
- Oregon City Library, Mobile Library – Claire Kellogg. Most patrons are outside the city. Trying to address this with a mobile van (like Estacado, Lake Oswego). Applied for a grant (LSTA) 40% state library operates on, not likely to receive the grant. This van is more informational, as opposed to “book delivery”. So if we have an event (10 o'clock church, open air markets, etc) they can arrive and help sign people up for library cards, advise on how to get electronic resources, etc…
- Park Activities 2025: Mark & Cindy Hillyard
- Easter Egg Hunt – April 19 130 kids (+ parents + siblings). 4,000 eggs. 16 stuffers, potluck party/kids. Park and across the street even. Donated “event ahead” sandwich boards worked great. Overwhelming success.
- Open Air Markets - June, July & August Wednesday Evenings from 4:30PM to 8:00PM 06/11, 06/18, 06/25, 07/09, 07/16, 07/23, 07/30, 08/06, 08/13, 08/20
- Rummage Markets – June 28 & 29, July 26 & 27 Interested parties can
send emails to park@beavercreek.org - National Night Out - August 5 Last year was epic, what will happen this
year?
v. SummerFest - August 23 Concert in the park
vi. Holiday Tree Lighting – December 6. Looking at the electrical short.
c. Board of County Commissioners Vacant Position – May 19th Interviews (in
person & via Zoom).
d. Community Emergency Preparedness Fair & Town Hall Saturday 3/29 10-4
Beavercreek Grange, Hosted by Oregon Livestock Council. 16 entities out here.
Had a town hall meeting. “This is how we are getting prepared”. Fires/IceStorms.
Want to do a follow-up at the end of summer.
7. Other Business / Reminders
a. Grange - Breakfast May 3, 2025 @ 8:00AM - 11:00AM
b. Planning Commission – Walking & Biking policies in Clackamas County weren’t updated since the 90’s. Question is: how does it fit with new construction? Report came in under time/under budget and was supported to go to the Board of County Commissioners.
Next Community Meeting: May 28, 2025 @ 7:00PM at the Beavercreek Grange Guest Speaker: Sam Leininger, CSWCD, WeedWise (Tansy & Scotchbroom) & Chris Lapp (Barn)
