Gerald Murphy (Vice-chair of Clackamas County Planning Commission)

  1. Welcome, Introductions
    Chair Bjorklund welcomed CCI members, public attendees, and PGA staff.
  2. Approval of Meeting Minutes
    Brent Parries motioned to approve the minutes for December. Gordon Slatford seconded the
    motion. The committee unanimously approved the minutes for both months.
  3. Public Comment
    Gerald Murphy commented on the importance and value of public participation in county efforts
    through public meetings, such as CCI and community-based meetings. Marrion Kaufman shared the date for the community meeting for the Sunrise Corridor visioning
    project and the link to a survey for community input.
  4. Review of CCI Candidate Interview Questions
    CCI members agreed the questions developed in 2023 by a CCI workgroup are still relevant and appropriate for CCI candidates. Members who recently went through the interview process commented that getting the questions in advance was helpful.
  5. CCI-PGA partnership projects

    1. CCI selected the CPO handbook workgroup that will work with PGA staff to update the CPO-Hamlet handbook. The workgroup is

    CCI members agreed that the workgroup will work with PGA on the review process and report back to CCI on progress, discussion, and feedback at the monthly CCI meetings. The workgroup will present the final draft for final recommendations or input. CCI members agreed that CPO board members should be invited to provide feedback.

b. Encouraging greater community involvement in CPOs. CCI engaged in a conversation about communication strategies or projects that could create greater awareness of and involvement in CPOs. Suggestions included:

  • Consider creating websites and do mailings if the CPO budget permits.
  • Consider forming a hamlet, which is recognized as a county agent and receives an annual
    budget from the county.
  • Consider more engagement on Facebook and Nextdoor, which tends to generate more
    engagement with residents than a website.

6. Report on code enforcement definition of neighborhood livability as used in the determination of
their code enforcement priorities.

Tonia reported that she has not yet heard from Dan Johnson if DTD has a definition for neighborhood livability. CCI members discussed neighborhood livability and the importance of community involvement in helping define it and working together with code enforcement to address issues that arise.

7. Wrapping up 2024 CCI work and planning for 2025 
CCI is preparing to draft its annual action plan which will include a summary of 2024 actions and what CCI learned from those actions. Tonia will deliver a draft summary to CCI on the 2024 actions. The committee discussed the following actions to consider for the 2025 action plan.

  1. Community leaders meeting
  2. Two CPO listening sessions, possibly dedicating one to code enforcement issues
  3. Revising the CPO handbook
  4. Evaluation of the public involvement/community engagement program
  5. Code enforcement and improved relationship with CPOs
  6. Defining neighborhood livability
  7. Sending a letter to state CCI re: State Goal 1
  8. Issues that emerge for the year and justify CCI’s attention

8. Possible new business to consider for future CCI agendas
