Vice-Chair Parries motioned to approve the April 2026 CCI meeting minutes, and Bill Merchant seconded the motion. The committee unanimously approved the minutes. - Public Comment

Part One: PGA presentation of bylaws audit recommendations for the CCI
Donna Hockey presented findings of the bylaws audits, which revealed common issues across 44 ABCs including unclear purpose statements, undefined goals, and insufficient governance language. Donna noted the goal is to have all bylaws revised and approved by June 2027.
Donna said the audit of CCI's bylaws showed detailed references to land use planning that are very good for goals related to land use, CPO involvement, public involvement in the planning process, and specifics about the Comprehensive Plan and the Zoning and Development Ordinance. Recommendations included adding the latest standardized governance language for conflict-of-interest rules, quorum definitions, attendance procedures, meeting notices, and other operational requirements; and clarifying scope and terminology for some responsibilities.
Chair Bjorklund noted that current bylaws language about responsibilities that needs clarifying or interpretation stems directly from the language in State Goal 1. One aspect of that is separating the interpretation of the term ‘public involvement program’ as used in State Goal 1, which refers to land use planning, from the county’s broader and more generic use of the term. She also suggested that any future recommendations should carefully distinguish between county-created responsibilities and State Goal 1 requirements.
Both Donna and Karen identified the need to align membership with the scope that CCI ultimately adopts.
Part Two: CCI discussion of possible ideas for amendments to CCI bylaws, starting with scope and matching membership.
- Committee members discussed possible CCI bylaws amendments and topics that included:
- Retaining the current land-use focus while clarifying ambiguous language
- Expanding CCI's scope - would include countywide community engagement and public participation issues beyond land-use planning. Pat Erdenberger said that if CCI expands its scope, its membership should also expand to include voices from urban and unincorporated areas, as well as other communities that may not currently be represented through CPOs.
- Considering the renaming of CCI - Karen said the CCI’s name contributes to the confusion, which led to members discussing how a name change might better communicate CCI’s actual role and scope.
Clarifying CCI's scope before recruiting new members - committee members agreed that membership requirements should not be finalized until CCI decides whether it will remain land-use focused or broaden its scope.
Karen noted that the last bylaws update was led by a dedicated CCI bylaws subcommittee, which worked through issues, drafted language, identified questions, and then brought recommendations back to the full committee for discussion. However, she did not suggest creating a new subcommittee just yet
The bylaws discussion brought up a question about the current bylaws connected to CCI meeting attendance: the interpretation of the term “unexcused absence”, as used in “Three (3) consecutive unexcused absences from regular meetings…shall constitute resignation from the CCI.“ Committee members agreed that an absence should be interpreted as ‘excused’ if the member notifies the Chair or CCI liaison before the meeting, and several members suggested that could extend until just after the meeting.

Planning for July 2026 Community Leaders meeting, including possible subject themes and formats with added value for CPOs and BCC members that could also enhance other BCC public outreach
Committee members agreed to postpone their planned Community Leaders meeting with the Board of County Commissioners from July to September (preferably the fifth week of the month) to allow more time for planning and format development.
