- Welcome/Introductions– Chair Angela Brandenburg welcomed members and invited guests.
- Constant Action Item – Approval of March 2025 Local Public Safety Coordinating Council Meeting Minutes
- The first order of business was to approve the minutes from the previous meeting held on March 11, 2025. The minutes had been distributed in advance and were also available at the meeting. No corrections were made, and the minutes were approved.
- Action Item – Approval of 2024 Local Public Safety Coordinating Council Meeting Minutes
- Approval of the 2024 minutes from previous meetings held throughout the year. The minutes had been distributed in advance and were also available at the meeting. No corrections were made, and the minutes were approved.
- Action Item – Discussion and approval of the 2025-2027 Criminal Justice Commission (CJC) Justice Reinvestment Program Grant
- The discussion moved to the Criminal Justice Commission Justice Reinvestment Program Grant. Captain Chris Chandler introduced Chris Hoover, Manager CCSO Parole and Probation Division and Eric Anderson, Supervisor CCSO Residential Program.
- Co-Chair Chandler highlighted the programs and today is seeking approval by the LPSCC Council to submit the preliminary Grant application to the Criminal Justice Commission (CJC) Justice Reinvestment Program (JPR) Grant. The JPR Grant consists of two components, The Formula Grant and the Competitive Grant.
- Eric Anderson presented information on the Formula Grant which funds three programs: Short Term Transitional Leave (STTL), Clackamas Substance Abuse Program (CSAP), and the Clackamas County Jail Program (CCJP).
- Chris Hoover presented information on the Competitive Grant. This is funding for a new program to create a Clackamas Intensive Supervision and Services Team (CISST) with Full Time Equivalent (FTE) positions.

Chair Brandenburg requested a motion to approve the Clackamas County Sheriff’s Office Justice Reinvestment Program 2025-2027 Grant Application to the Criminal Justice Commission. Bruce Tarbox motioned to approve, and Adam Freer seconded the motion. The LPSCC body unanimously approved to proceed with submission.
- Update: Department of Public Safety Standards and Training
Steven Webster, STOP Program Coordinator, shared information on the annual Statistical Transparency of Policing (STOP) report for 2023-2024. The report tracks data for traffic stops in Oregon and is a rolling 24-month report focusing on 1) Decision to Stop, 2) Stop Outcomes and 3) Search Findings.
In the 2024 report, Canby Police Department showed significant disparities in two of the three areas, which was analyzed by the CJC and referred to DPSST for statistical assistance and/or further training. Contributing factors were discussed such as bad data, data dropping off, and the new CAD system. Canby Chief of Police responded positively to the feedback and the issue was addressed and resolved. Mr. Webster shared Canby Police Department completed a re-training for all officers to support data accuracy and noted Canby Police Chief feels after training, there is a stronger understanding of tracking.
Christina McMahan raised a question on racial and ethnicity, and age and gender, inquiring if there are any test/fail involves around race and breaking this down into groups. Mr. Webster affirmed the report is broken out by these areas and reviewed, with Latinx being identified.
Chair Brandenburg commented the annual refresher could benefit all agencies to prevent overreporting and support ongoing training. She thanked Mr. Webster for his work and information shared here today.
- Discussion and Action Item – LPSCC Business Workgroups
Workgroups: Co-Chair Chandler led a discussion around the previous LPSCC workgroup supporting grant review and Pre-Trial services. He shared the workgroup formed in 2018 with a focus on Pre-Trial, where members focused on vetting issues, such as data collection and other information, before presenting to the larger LPSCC body, and noted Pre-Trial is currently under the jurisdiction of the State.
LPSCC members commented it was helpful to have feedback before presenting to the larger group, and members feel LPSCC is currently in a good place. Melissa Erlbaum noted there was a consensus to end the group and re-instate if needed in the future. Chair Brandenburg stated this workgroup will end and the LPSCC body will begin a new workgroup as needed.
- Co-Chair Chandler presented information to form a workgroup to review and update the LPSCC Bi laws. Clackamas County legal counsel, Jeffrey Munns has reviewed the bi-laws and recommended edits. The LPSCC body agreed to develop the workgroup. Co-Chair Chandler will lead this workgroup with Christina McMahan and Adam Freer.
Recruitment for Open Appointed Positions, Lay Person Position
- Co-Chair Chandler remarked we have two City positions vacancies, an Administrator and Elected Official, which are appointed positions. He encouraged LPSCC members to connect with Chair Brandenburg if they are aware of someone who would be interested in supporting these positions. Melissa Erlbaum asked for a description of the positions. Co-Chair Chandler will draft this for the committee.
- Co-Chair Chandler also remarked Emily Brault, Lay Person committee member, submitted her resignation, and Bruce Tarbox, Clackamas Indigent Defense Corporation (CIDC), will be stepping down. These positions will be dual recruitment supported by Clackamas County’s Public and Government Affairs (PGA). Position descriptions will be posted to the LPSCC website for interested parties to apply.
2025 Meeting Schedule
Chair Brandenburg asked Co-Chair Chandler to report his findings from his review of our previous meetings and if there was a pattern. Co-Chair Chandler commented the 2024 meeting schedule focused mainly on the upcoming Deflection Program as HB4002 was evolving and LPSCC members met frequently to review funding and support implementation of the new programs. A meeting pattern was not defined.
Chair Brandenburg reviewed upcoming agenda topics, noting topics should focus on our work and be meaningful. Adam Freer recommended reviewing the results of the Strategic Planning process on priorities at a future meeting.
Co-Chair Chandler recommended a meeting in June, followed by bi-monthly meetings. A Doodle Pool will be sent to members to determine availability.
