- Welcome/Introductions– Chair Angela Brandenburg welcomed members and invited guests, and members of the public.
- Constant Action Item – Approval of April 2025 Local Public Safety Coordinating Council Meeting Minutes
- The first order of business was to approve the minutes from the previous meeting held on April 8, 2025. The minutes had been distributed in advance and were also available at the meeting. No corrections were made, and the minutes were approved as written.
- Update – Clackamas County Deflection Program Bill Steward, DDA
- Bill Stewart reviewed the Clackamas County Deflection and Conditional Discharge Programs which were developed following the county’s exiting Community Court model. The Deflection and Conditional Discharge programs have Program Navigators, Peer Mentors, Community Partners, and partnerships with law enforcement agencies, community corrections (Parole & Probation), and Defense attorneys. Bill commented the program navigators connect clients with peer mentors and housing, with a focus on accountability.
- Bill presented and reviewed Y-T-D details of HB 4002 Case Review Statistics and noted 59.3% of clients who enter the Clackamas County Conditional Discharge program are engaged and 35% of clients who enter the Clackamas County Deflection program are engaged. The Program has 15 graduates who have gained successful employment.
- Wendy Van Leuven commented that the DA’s office is tracking open cases (with the Deflection Program) which helps to reduce multiple court appearances, and as clients successfully complete the Program, the case will be discharged.
- Challenges were noted and discussed such as carrying additional (Program) caseloads and impact to current defense attorney caseloads, impact on staff and resources and challenges of funding.
- Data outcomes: Mary Rumbaugh noted Red Cap, who handles Deflection Program outcomes, is uploaded to OHSU and is available to the public and Clackamas County court tracks and can share data on the Conditional Discharge program.
- Police Chief Davis asked for details on the housing provided. Bill Stewart noted housing is offered to those who are in custody and unhoused 100% of the time. Our community partners support transferring individuals into housing and will reengage with clients should they fall out of housing for any reason.
- Bruce Tarbox inquired on the impact Municipal Court cases may have on the programs and are DAs able to track these cases alongside open cases. Bill noted they are working to align cases and can reach out to the Municipal courts as needed.
- Update – Legislative Session Update Trent Wilson, Government Affairs Manager
- Trent Wilson provided an overview of information and updates including but not limited to HB 4002, Federal and State funding challenges, and HB 3069 proposal to combine grant programs that come through the Oregon Criminal Justice Commission (CJC) coordinating grant funding with Oregon Public Safey Coordination Grant Program and the Oregon Law Enforcement Grant Program.
- Vice-Chair Chandler recommended inviting the CJC Director to a future LPSCC meeting to provide us with an update on HB3069
- Discussion and Action – Criminal Justice Commission (CJC) Justice Reinvestment Program (JRP) Captain Chris Chandler, CCSO Parole & Probation and Director Mary Rumbaugh, Health, Housing and Human Services
- 23-25 JPR budget adjustment – Captain Chandler reviewed the budget adjustment worksheet noting areas of adjustment for medical and counseling personnel, licensing for data tracking program, and medication lockers for Clackamas County’s Substance Abuse Program (CSAP) residence.
- 23-25 JRP quarterly report - Captain Chandler recapped the Clackamas County Sheriff’s Office Substance Abuse Program (CSAP) located in Milwaukie, OR and the Jail Substance Program (JSAP) located in Oregon City, OR highlighting some areas of success. CSAP has been highly effective with those who complete the CSAP program between January and June 2024 have not committed a new crime.
- Captain Chandler asked for a motion to approve the 23-25 JPR Budget Adjustment and 23-25 JRP Quarterly Report as presented. Adam Freer motioned to approved, Captain Davis seconded the motion, the motion was unanimously approved by the council members.
- 25-27 JRP grant application – Captain Chandler recapped the preliminary information from the April 8, 2025, LPSCC meeting presentation and shared the questions received from CJC including responses as noted on the Clackamas County JRP Grant Program 25-27 Final Application packet included in today’s meeting packet.
- Projected formula grant budget – Captain Chandler reviewed the budget included in the meeting packet noting additional funding for the LPSCC Coordinator and Certified Alcohol Drug Counselor.
- Projected competitive grant budget – Captain Chandler reviewed the budget included in the meeting packet and noted the breakdown in projections as requested by the CJC.
- Victims Services sub-award – Director Mary Rumbaugh provided an overview of the meeting packet materials, including applicant packets and summary information, supporting the three applicants for consideration of the Victim Services sub-award. The three applications are from Clackamas Women’s Services, Northwest Family Services and Children’s Center. The LPSCC Council reviewed and discussed each application, services, resources, funding request and summary information provided. The council inquired on outcome results from the 23-25 funding of Victim Services community partners, including asking future recipients to attend an LPSCC meeting to report out. Captain Chandler will review reporting requirements and follow up.
- Captain Chandler thanked Mary for the information and discussion. He asked for a motion to approve the 25-27 JRP final application, 25-27 projected formula grant and competitive grant budgets, and the 25-27 recipients as reviewed for the Victims Services sub-award. Chief Davis motion to approve the 25-27 JRP final application, 25-27 projected formula grant and competitive grant budgets, and the recipients of the 25-27 Victims Services sub-award as presented and Director Christina McMahan seconded the motion. The motion passed with two council members abstaining from voting.
- Discussion and Action Item – Vacant Committee positions, Lay Person and Defense Attorney applicants
- Chair Brandenburg reviewed we are finalizing the recruitment process for the Defense Attorney and Lay Citizen council positions. The Defense Attorney candidate was approved by the presiding Judge and has been submitted to the Clackamas County Board of County Commissioners to review and approve, and an interview has been scheduled for later this week to meet with the Lay Citizen applicant Charles Gallia. The Lay Citizen position recommendations will then be submitted to the Clackamas County Board of County Commissioners for review and approval.
- Vice-Chair Chandler reviewed the other vacancies and the process for approval noting that the new Behavior Health Director, Karen Kerns will be appointed, and we are reaching out to the City for the two open City Manager positions.
- Public Comment – Chair Brandenburg asked for public commit. No public comment noted.
