  1. Welcome/Introductions – Chair Angela Brandenburg called the meeting to order at 12:06pm, welcomed members and invited guests, and members of the public.

  2. Discussion and Action – JRP Grant Application Update & Department of Correction Biennial Plan Captain Chris Chandler, CCSO Parole & Probation
    • Captain Chandler reviewed the 2025-2027 JRP Grant Application. Clackamas County has been awarded grant funding for the 2025-2027 biennium with 10% of the award designated for community based conservative organization (victim services). Clackamas County, as shared in our July 17, 2025, meeting, received applications from Clackamas County Women’s Services, the Children’s Center, and Northwest Family Services, formed a subcommittee to review funding, and propose funding levels. There is approximately $10,000 in excess the CDC has awarded, and Captain Chandler proposes working with the original sub-committee Director Mary Rumbaugh was leading to determine the most equitable distribution of the excess funding. The council is in favor of the sub-committee convening to determine additional award/funding. Vice-Chair Chandler directed Paula McDonald to set up a meeting with our sub-committee members. The final proposed funding for our community victim service partners will be shared with this committee.

25-27 Department ofCorrection Biennial Plan Parole & Probation Programs Funding

  • Captain Chandler reviewed the 2025-2027 biennial plan for Clackamas County Sheriff’s Office Parole and Probation division and the jail division’s transitional services. Captain Chandler provided an update and overview of the statutory requirements and funding breakdown included in the meeting packet. He highlighted the collaborative partnership with our public safety partners, community partners, and law enforcement.
  • Captain Chandler provided an overview of the jail divisions programs including Clackamas Jail Substance Abuse Program (JSAP) to support treatment while in jail, and Clackamas Substance Abuse Program (CSAP) once released.
  • Adam Freer inquired about the main differences in the FY 2023-2025 plan and the FY 2025-2027 plan. Captain Chandler noted that the jail program, in particular, with a focus on equitability for women and men, and the funding adjustments.
  • Chair Brandenburg thanked Captain Chandler for his informative presentation and asked for a motion to approve the revised 2025-2027 biennial plan. Chief Davis motion to approve the 2025-2027 biennial plan as presented, Adam Freer seconded the motion. All voting members present approved, Judge Tran abstained.

  1. Discussion and Action – Behavioral Health Local Plan Community Engagement Mary Rumbaugh, Director Health, Housing, & Human Services, Karen Kerns, Director Behavioral Health, Kathy Turner, Consultant
    • Mary Rumbaugh shared with the council that one of the new requirements for behavioral health divisions, who hold a contract with the State of Oregon as a community mental health program, is a behavioral health local plan. The local plan is intended to line up with the state’s prioritization of the population. Mary introduced Kathy Turner who walked through some of the framework on the State’s prioritization of populations and how the state prioritizes funding, including aid and assist, civil commitments, psychiatric board, mental illness within the justice system, and risk of removal from housing. Charles Gallia commented that the priorities seem to contradict some of the messaging that OHA is sending through their priority metrics. Mary noted this as well and affirmed what we’re seeing is accurate. Christina McMahan inquired about aid and assist for juveniles, Mary affirmed juveniles under the jurisdiction of a psychiatric board (PSRB) are prioritized for treatment and monitoring. Mary shared information pertaining to HB2005, which expands the criteria around civil commitments and noted we still have no appropriate avenues for these individuals who could be placed on hold until committed. Bill Stewart and Kevin Leik commented on the data and tracking options of those released, and risk they potentially represent.
    • The draft plan (attached) and budget are due to the State on October 1, 2025, with final approval by December 31, 2025. The information shared today will be presented to the Clackamas County Board of Commissioners on November 4, 2025.

  2. Constant Action Item – Review and Approval of July 17, 2025, Local Public Safety Coordinating Council Meeting Minutes
    • Order of business is to approve the minutes of the previous meeting held on July 17, 2025. Correction on the agenda from June 17, 2025, to the correct meeting date July 17, 2025. The minutes had been distributed in advance and were also available at the meeting. No corrections were made to the minutes. Kevin Leik motioned to approve the minutes as written, Mary Rumbaugh seconded the motion. The minutes are approved as written.
  3. Update – Vacant Committee positions, Lay Person Recruitment, City Mayor and City Manager
    • Chair Brandenburg commented that the Lay Citizen representative position is open through September 30, 2025, and to date, we have received and met with two candidates. Charles Gallia is here today as a member of the public and he is one of those candidates. If you know of anyone who is interested, please have them submit their application.
    • We have a City Manager / City Mayor vacancy. We are recruiting in partnership with our Public and Government Affairs office to fill this vacancy. Mayor Drinkwine is here today and is interested in representing the City of Estacada on this council.
    • We also have the City Councilor position to fill and are coordinating with our Public and Government Affairs office to fill this vacancy.
    • Vice-Chair Chandler also commented Cara Hash’s position with DHS has changed and we are working with ODHS to backfill her representation on this council.

    • Bill Stewart reviewed the Clackamas County Deflection and Conditional Discharge Programs and provided a handout on current statistics through August 26, 2025. The handout is attached to these minutes.
