Call to Order

Jacqueline called the meeting to order at 5:35 p.m.  A quorum was established.

Approval of July 15, 2026 Full Council Minutes - Council Vote

The Council reviewed the minutes for the July 15, 2026 meeting. Jacqueline opened the floor for a motion.

Motion: Joshua motioned to approve the minutes as written.
Second: Rebecca seconded. No further discussion.
Vote: Approved Unanimously.

Committee Reporting

Finance Committee: Adam shared preliminary year end numbers for the end of FY2026. There was a $600,000 decrease in the overall deficit which sits at just over $2 million for the fiscal year. This increase in revenue was the result of increased Medicaid Wrap payments. Adam and Sarah explained that a major reason for the overall deficit was the result of work at Lake Road as well as reduced productivity by staff who had to move worksites throughout the year. These are expected to have a lesser impact in the future.

Quality Improvement Committee: Routine provider credentialing was reviewed and approved. Three providers were re-privileged.

HRSA Change in Scope Request - Council Vote

Steve provided an overview of the Change in Scope request to the Council. The request is to update the Form 5B. This update involves removing a zip code from each of Gladstone (97034) and Sunnyside (97055) clinic service areas.

Motion: Joshua motioned to approve the change in scope request.
Second: Jerry seconded. No further discussion.
Vote: Approved unanimously.

FQHC Staff Report

Sarah shared that Clackamas Health Centers was approved by HRSA for FTCA deeming for the next year. This is the Health Centers malpractice insurance for providers.

Health Centers is near the end of the process for selecting a general contractor for the expansion work at Sunnyside.

The 5th annual Gladstone Children’s Fair was held in coordination with several other groups, including Public Health, WIC, among others.

Public Comment

Joshua asked about the reader boards at the clinics to see if the slides could be shown for longer because they change too quickly.
