Tuesday August 19, 2025
Boring Station Trailhead Park at 6:00 p.m.

PAB Members Present: Justin Ostrander, Mike Ferrell, Louise Lopes, Thomas Hester, Dana Hindman-Allen, Sara Furber, Angela Peterson, Rob Smoot, Walter Hull

Guests Present:

  1. Call to Order Justin O called the meeting to order at 6:06 pm
  2. Meeting Minutes 
    MOTION: Angela P made the motion to approve the minutes from June 17, 2025, with a correction to change Sarah P to Sarah F. Dana H-A seconded the motion. The motion passed unanimously.
  3. III. Citizen Input 
    - Angela P asked how low the river is while floating from Barton to Carver parks. Thomas G replied that there are still plenty of people floating, but they have to do light portage in a couple of spots.
    - Kudos for Judie Bernards, seasonal ranger at Metzler Park, received high praise from some campers who observed her hard work. 
    - We received two 5-star reviews on The Dyrt 
    - Thomas H mentioned Hebb Park on his fishing site. He received many “likes,” but also some “venomous” comments about giving away people’s secret spot.
  4. Boring Station Bocce Proposal – Tom and Guests (Marshall and Julie) 
    Marshall and Julie gave a presentation about Bocce ball courts and proposed that a court be built in Boring Station Trailhead Park. Bocce ball continues to be a popular, family-friendly activity in many city and county parks in Oregon. A court would cost about $5,000 and engage the community in a new activity. The main concern from the Board would be the cost and maintenance, as there would be virtually no revenue from a court. It is suggested that the community may need to help with financial support. It is also suggested that we be provided with an approximate number of people who would be interested in a Bocce ball court in the area.
  5. Administrative Updates – Tom Riggs
    1. Parks System Plan Status Update – The vendor Cascadia Partners has been selected to work on the Park System Plan. We should have an signed contract by the end of September.
    2. Local Share Program Update – We have a signed Metro IGA (Inter-Government Agency). We now have access to $5.3M for future projects.
    3. Carver Boat Ramp Renaming Request Update – The renaming policy is “owned” by the County Finance Dept. There are plans to update the policy in September.
    4. Hoodland Property – The Fire Department had a victory on this past May’s ballot. They will be building a new Fire Station on the Hoodland property, which will also include a community room. The land transfer is already in process. The public garden and the mountain shuttle park & ride will also remain on the property.
  6. Park Updates – Tom Riggs
    1. A few years ago, the County Public & Government Affairs (PGA) created some videos showcasing some parks. They recently did some short videos showcasing our newer offerings, such as hammock camping at Barton and some good footage of Metzler, including campsites and disc golf.
    2. Shared a map and overview of Boring Station Trailhead Park and how it connects to the Springwater Corridor and Cazadero Trails.
  7. Good of the Order
    1. Sarah Eckman mentioned that the Oak Grove Library will be having a Grand Opening on October 18
  8. Adjournment 
    MOTION: Thomas Hester made a motion to adjourn the meeting; it was seconded by Walter H and passed unanimously. The meeting was adjourned at 7:43 pm. 
    After the adjournment, Tom R led PAB members on a tour around Boring Station Trailhead Park.

Next meeting: September 16, 2025, at Metzler Park picnic shelter #4. Dinner served at 5:30; meeting starts at 6:00 pm, and “Social Hour” with s’mores after the meeting.
