I. Call To Order

Justin called the meeting to order at 6:06 pm

II. Meeting Minutes

Justin called for the approval of the April 21, meeting minutes; the May 19, minutes; and the June 16,  minutes. Rob asked for corrections for the June minutes- Mike is listed as Mike E in several places-that has been corrected, and Sarah Furber asked us to check to see that the roman numerals were fixed on the April minutes. With corrections noted, Rob motioned to approval all three minutes, Don seconded.  

III. Citizen Input & Correspondence

• Justin noted that thanks to the metal detecting demo at the last meeting, his daughter asked for a metal detector for her birthday and is busy digging up the front yard!
• Sarah left a review of Knights Bridge on our public site after she visited the park in conjunction with the Park System Plan outreach event that she participated in. Wagon Wheel also had a positive review. 
• Tom reported to the PAB the gathering at Hebb Park that was initially planned as a protest, and it went smoothly- they just gathered, ate and they did want to bring to our attention the disparity between the lower parking rate and the full-price parking rate. Mostly they did some barbecue and visited with like minds. 

IV. Park System Plan Update-Tom

We had additional outreach at other parks, with PAB members talking with park visitors to ask what they like/dislike about the parks and got some good feedback as to what they would like to see done out in our parks. On June 20, there was a meet and greet at Wagon Wheel that Sarah Furber attended, June 21 at Baron Park, Rob was there for that one; and then on June 28th Knights Bridge, with Sarah Furber and Mike joining Tom for that event. We collected 8 surveys that day. Ellen indicated that after the events at the parks, we received approximately 435 surveys. The next PA and TAC meetings will be coming up in October. Ellen pointed out that while we not having another impact meeting until October, there is lots going on behind the scenes; the consultants have been putting together all the community engagement feedback.  The financial consultant is doing research on the financial aspects of running parks. 

V. PAB Membership and Recruitment Updates-Tom Riggs/Barb Guthrie

Tom and Barb reviewed the current recruitment status for the PAB. We have an open recruitment to fill the seats vacated by Louise and Walter, and the reappointment of Tom Hester. At this date, we have received 2 applications, the recruitment will  close on August 4. We will move ahead with these applicants in the early fall and in October open another recruitment up in order to repoint Don, Mike, Rob and Justin.  More on that timetable at the October PAB meeting. 

VI. PAB-How and Why We Do What we do-discussion lead by Chair Justin Ostrander

Justin wanted to open up a discussion among the PAB members and get some thoughts on why we do what we do, what is our impetus for being here and how to support and be advisors to the parks.  Considering how many of the PAB members are new and only on the PAB for less than 5 years, I thought we should talk about what are the things we want to put our stamp on as we move forward. And what we can realistically contribute to the cause.  He asked the members present to share with the group what drives their input with the parks team. Justin will be outlining the PAB members’ suggestions and thoughts in a more detailed overview that he will send out to the PAB. A robust discussion followed concerning the future of parks and what we should focus on. One suggestion asked if we would consider having one member of the BCC attend our business meetings. We have had one Commissioner assigned to the PAB, ie Mark Schull, however currently we do not have one. It was suggested that we could propose a type of rodeo meeting when many of the advisory boards show up at a particular BCC meeting date and bring all of the BCC up to date on our issues, etc. Sarah Eckman will work on this suggestion.

VII. Administrative/Parks Updates-Tom Riggs

1. Milliken Towers Project: the Milliken Tower were the first steel tower transmission line in Oregon. It was located next to the Boring Station Trailhead Park.  PGE is replacing all of those towers over 100-years old with new modern poles. With respect the historic nature of these towers, they are working on interpretive signage and thinking about an art piece to repurpose parts of the old towers at the Boring site. They will repurpose a couple of the old towers into an archway at the crossing from Boring Station Park to the Springwater Trail. 
2. Rob asked about the Cazadero Trail being closed. Tom had no current information about the closure.
3. Hoodland Park, now Hoodland Fire Station. Tom shared pictures of the construction of the fire station. County Council and the title company are trying to officially transfer the land to the new owners.
4. We had a site meeting at Carver Park with the Clear Creek Continuance Habitat Restoration Project with the Clackamas River Basin Council. Tom shared an updated map of the project. The project is projected to start in the summer of 2027.
5. Boring Station stage construction update: the work is being done by the College of Construction, working on a timeline for completion. Waiting on matching bricks to finish the pilers that hold up the roof covering the stage.
6. Porta-potties- we have a new company we signed a contract with, that is an upgrade over our current one. The new ones will be bright red- easy to find!
7. Barton Stockpile Fence: we have paper work in place, then will get an installation schedule; this is part of the Barton Phase 1 improvements funded by our Metro Local Share. 
8. Mitch out at Barlow Wayside has been replacing boards on their footbridges and we had a pile of rough-cut lumber so it goes out to Mitch for these ongoing repairs.
9. We had the Madrone Wall Preservation Committee our for the annual pre-season cleanup.

X.  Good of the Order

Climate Action Plan- we are involved with the Clean Air Construction Regional Collaborative Programs, which sets a standard for clean diesel used in our equipment on our construction projects. Clackamas County has a climate action plan, Mainly in the WES department; Sarah Eckman said the point person for this might be Cheryl Belle. 

Mike talked about a video TV program about Koalka Landing. Tom will send a link for the video to the PAB.
