Meeting Called to Order

Quorum is majority.

The meeting to order at 10:08 am. A quorum was present.

Review and Adoption of Minutes

February minutes approved.

Family Caregiver Support

Jen Ortiz introduced herself and the Family Caregiver Support Program. She started by sharing that there are 20 million more family caregivers than there were in 2015 meaning there are now more than 63 million family caregivers or roughly one quarter of households in the country. Of those 61% are women and the average age is 51. She continued by describing the mental and financial strain that many family caregivers experience.

Jen then went over some specifics of the program such as eligibility requirements and services provided. Those services include connection to resources, information, services, education, and training. There is also a supplemental services grant that can help pay for necessities. Education opportunities include Powerful Tools for Caregivers, a six-week training course.

She moved on to describe the Relatives as Parents Program (RAPP). This program supports Clackamas County residents age 55 and older who are the primary caregiver for a child under 18 or an adult with a disability. In addition to the resources available under the FCSP there is also a monthly Tea and Talk where RAPP participants can meet monthly to build community.

She concludes her presentation by saying that the most common referrals to the FCSP is from callers redirected from the ADRC line while the second most common referral is from word of mouth. Due to the lack of funds, there isn’t much outreach for the program.

Clackamas County ABC Bylaws Audit

Tracy and Sean outlined the H3S bylaws audit. As a large department that supports a number of ABCs H3S is having each one update their bylaws to match a department provided template. As the ASAC bylaws were updated recently most of the changes will be minor. The updated bylaws will first be sent to PGA for review, then the Exec committee, and then finally the ASAC at large will have to vote on the newly templated bylaws.

Monday Holidays

Due to low attendance at the January and February meeting the ASAC decided that for meetings that were rescheduled due to holidays the ASAC meetings will be moved to the fourth Monday of the month instead of the third Tuesday going forward.

Subcommittee Updates

  • Community Center Liaison Subcommittee: Joyce shared the list of community center visit dates and attendees. Present ASAC members volunteered to attend
  • Behavioral Health Subcommittee: Anne let the ASAC know that the next meeting would be on Thursday and would be online only due to Sean and Tracy being out of the office. Sean will update the invitation and send out an updated behavioral health spreadsheet

Member Updates

  • Tracy asked the ASAC for their opinion on the new SSD mission, vision, and value statements. She distributed a survey for the in-person attendees and shared a link to SurveyMonkey for the online participants.
  • Scott talked about the last transportation advisory board meeting he attended. He said that TriMet route reductions will cause the County to pick up the slack. Tracy let the ASAC know that Clackamas will be disproportionally affected by the TriMet cutbacks.
  • Carol invited the ASAC to the 90th anniversary celebration for Sunnyside Grange.
  • It was requested that Jennifer Much Grund present on ALICE to the ASAC.
  • Tracy let the ASAC know that the May meeting will be primarily focused on QPR training.
  • Sue let the council know that she is running for State Representative.
