Agenda

The purpose of the Community Action Board (CAB) is to:

  • advise the Community Action Agency (CAA) on ways to: mobilize human and financial resources at the local, state, and federal levels to benefit disadvantaged persons and maximize their opportunity for self-sufficiency;
  • minimize the causes and conditions of poverty;
  • cooperate with other persons and organizations interested in community betterment; and
  • advocate for institutional change to reduce the conditions of poverty.

Adam called the meeting to order at 4:01 am. A quorum was present.

March 2025 minutes adopted as written. 

Clackamas County Housing Update

Vahid Brown introduced himself and his department, Housing and Homeless Services. They are responsible for coordinating services to provide housing for people. He explained the continuum that the department uses:

  • Homelessness Prevention: Rental assistance and services to prevent evictions
  • Outreach: Coordinated outreach and engagement with people experiencing homelessness
  • Shelter: Emergency and transitional shelter units
  • Permanent Housing: Rental assistance in permanent supportive housing and rapid rehousing programs
  • Retention & Stabilization: Adaptive, relationship-based case management and services to support permanent housing stability

He explained the resource navigation program which addresses problems that might affect housing beyond just rent. For instance, helping repair a broken car to maintain employment. It also helps with deposits and application fees. He also

shared numbers of evictions prevented, people transitioned from temporary to permanent housing, and other exceeded
