Agenda
The purpose of the Community Action Board (CAB) is to:
- advise the Community Action Agency (CAA) on ways to: mobilize human and financial resources at the local, state, and federal levels to benefit disadvantaged persons and maximize their opportunity for self-sufficiency;
- minimize the causes and conditions of poverty;
- cooperate with other persons and organizations interested in community betterment; and
- advocate for institutional change to reduce the conditions of poverty.

Purpose: Voting on which of the current CAB applicants to refer to the BCC for appointment as members or alternates.
4:35 – Transportation App – Kristina Babcock
Purpose: To inform the CAB about the SSD Transportation app so they can spread it through their networks.
4:55 – Community Needs Assessment Update– Jennifer Much Grund
Purpose: To provide an update on next steps to the CAB.
5:10 – Bylaw Audit Update – R.E
Purpose: To provide members with an update on changes to the CAB bylaws to bring them into accordance with H3S’s audit.

New Member Vote | CAB heard brief statements from five candidates: Bishop Dixon, Jennifer Murphy, JulieGassner, Neema Bella, and R.W. Smith. Autumn chose not to move forward with this voting round and will continue participating as a community member. Board members voted by SurveyMonkey for three open positions and possible alternates. Candidates will be notified of the results by email. |
| TransportationApp | Kristina Babcock shared updates on Clackamas County transportation programs and the Ride Clackamas tools. The county has four free shuttle routes: Oregon City,Clackamas Industrial, Estacada, and CCC Express. New QR codes, stop signage, real-time arrival screens, and magnetic bus signs were created through a transportation grant to help people better access route information. The Ride Clackamas website and Passio GO app show live bus locations, stop details, and route updates. Kristina also shared that the shuttles are deviated fixed routes, meaning they may be able to pick people up within three-quarters of a mile from a stop if needed. There are currently noplans to charge fares. |
| CommunityNeeds Assessment Update | Jennifer shared that the CNA team is moving forward with community forums and focus groups. The team met with AntFarm and LoveOne about partnering on forums in Sandy and Molalla. They are also exploring a Milwaukee-area forum, possibly with Ledding Library. Focus groups are planned with Clackamas Community College, including one in English and one in Spanish. The team is still working to connect with Asiancommunities. Jennifer and Kaitlyn are also coding survey comments and updatingdemographic and community outcome data for the assessment. CAB members may be asked to help facilitate small table conversations at future forums. |
| BylawAudit Update | R.E. shared that the CAB bylaws are being updated to align with the county’s advisoryboard audit template. The changes are mostly technical and do not change CAB’s structure or process. The draft has been sent to Public and Government Affairs for review. If feedback is received in time, the bylaws may come back to CAB for avote at the June meeting. |
| Director/Member/ Subcommittee Updates | Tracy shared that May is Community Action Month and Older Americans Month. A toolkitwas shared with members, and staff hope to plan earlier next year for ways to raise awareness about Community Action work. Ari also noted that staff will attend the statewide Community Action Partnership of Oregon conference later in May and bring back information. Adam shared that County Behavioral Health is hosting a naloxone and suicideprevention training at Ledding Library on May 26 from 6:30 to 8:30 p.m. He also reminded members about the upcoming primary election. The June CAB meeting will be in person with a hybrid option and food provided.Transportation support is available for board members who need it. CAB will break for July and August and reconvene in September. |
| Outreach & Legislative Subcommittee Updates | The Legislative Subcommittee had a short meeting. Paul encouraged members to think over the summer about key priorities and where CAB can better support peopleexperiencing poverty. Jennifer connected this to the fall strategic planning process, which will use CNA findings. For Outreach, Jennifer shared that she presented the ALICE and Poverty in Clackamasinformation to the board of the free clinic. She will also present to North Clackamas Connect, Clackamas County Children’sCommission staff, and later Connect meetings in Sandy and Estacada. |
