  • Transportation Program Updates (Kristina)
    • Programs
      • Fixed-Route Transit
      • Elderly/Disabled Demand-Responsive Transportation
    • Funding
      • Budgeting just finished
      • Gap period due to federal cycle transition
        • Grants end June 30 2027
        • New grants start August 2027
        • STIF providing 2 month gap funding
        • Moving toward all grant applications lumped together in one fund, no longer need multiple applications
          • STIF, Intercity, 5311, etc.
          • Why is this relevant to Kristina? Matching reasons, and no more partial awards
        • Federal funding down $4m in cycle
          • Most providers take $300k cut for 2 year cycle
      • Some uncertainty re: STIF funding; linked to payroll tax which will fluctuate
        • Payroll tax collections are down from a few years back and are projected to be the same or less going forward
      • Some TRP and SCP donations from riders/clients
      • No changes expected to Adult/Senior Center funding (which has a slightly different funding model than TRP, funding passes through the county directly to the centers)
      • Total funding breakdown for FY 26-27
        • Approx $5 m total
    • TriMet Proposed Changes
      • Map: cuts, route changes
      • Fair amount of cuts and changes in Clackamas County planned in FY26-27 (September 2026 was most recent proposed date for these to go into effect)
      • Cuts to service in West Linn/Lake Oswego area mean that former TriMet LIFT rides must become TRP rides – about 72 customers/riders in the area
      • Next week: a pilot to begin with UZURV to serve rides that TriMet LIFT cannot serve
        • Similar to an Uber/Lyft style service
      • What would UZURV service look like for Clackamas County?
        • $50k pilot for Clackamas County this year
        • 75 drivers in area have opted in to the program
        • Average ride via UZURV is about $35 per ride, but this is significantly cheaper than both LIFT and TRP
        • If pilot is successful, possibility of using additional TriMet money to continue this
        • How would the experience be different for riders?
          • It could be confusing for riders, and they don’t have that same level of trust with their previous drivers; this is a tradeoff that Kristina is aware of
          • Kristina wants to help with some of these early rides, may even join on some of the early rides
        • Should TRP drivers gather feedback on UZURV experience?
          • Kristina: We’ll be in close contact with them throughout the launch, no need for active feedback gathering
        • Could client maps be developed to help link rides each day?
          • Yes, this will be looked at
        • What kind of vehicles do UZURV run?
          • Traditional single-passenger vehicles, not accessible
          • Ambulatory passengers only
          • Accessible vehicles being looked at/considered
      • How do the cuts affect our ClackCo shuttles?
        • Oregon City Loop route, CCC Xpress, Estacada route, Industrial Area shuttle
          • Recent request to extend the Industrial Area route bounds eastward from 122nd to 130th 
          • This was done, not a huge bump in ridership, but this has certainly helped the requesting employer and its employees
        • New TriMet Oregon City routing means there is duplication with ClackCo Oregon City loop
        • Discussions in June are coming re: adjusting shuttle service
          • Potentially adjusting the Oregon City loop route to fill some newly-created gaps in the McLoughlin/Oak Grove area, possibly all the way north to Milwaukie
          • Potentially considering adjustments to Estacada shuttle route
          • This TAC group will receive some materials in advance that will lay out some of these options and tradeoffs for potential changes
      • What kind of survey/demographic study can be done to help guide the decisions?
        • Lots of surveys have been happening over the past few years, including one open survey right now
      • How are the decision makers looking at these issues/trying to address cuts and questions about service models?
        • It is very much on the table for committees such as C4
        • Some areas withdrawing from TriMet service area are in discussion
    • New SMART service (starting this May)
      • Start in Wilsonville, run on I-205, connect to Willamette area, connect to Oregon City, finish at Clackamas Town Center

    • Travel Options Plan: ClackCo Shuttles Marketing and Information Pilot
      • Plan to Board of County Commissioners for discussion today
      • CCC Pilot
        • Real-time arrival boards
        • QR code stickers for quick access to real time info at stops
        • The TAC group gave positive feedback to the efforts here
      • Future efforts – implementing more Travel Options strategies, expanding our shuttle efforts beyond CCC
        • Incorporating into Metro Travel Options Grant (funding expected to begin flowing in July)
    • Transportation System Plan Update
      • Upcoming Virtual Open House in late May through end June
    • Work from other partner agencies:
      • TriMet and Metro – 82nd Ave Transit Project
        • BAT (Business Access and Transit) lane scope update: most of 82nd north of county line to be given BAT lanes
