  • OC is waiting to get a copy.
  • City of Milwaukie still needs to sign.
  • Josh said it has gone to council and been approved.
  • In public works director’s inbox.
  • Already been signed by Board of County Commissioners and all other Member Communities.

11:39 am WES Capital Improvement Plan Update (29 minutes)

Presenter: Jeff Stallard WES – Capital Program Manager

  • WES updates our five-year CIP annually.
  • $45-50 million per year for next five years.
  • Not really a standalone document – comprised to four pillar documents: CIP, Strategic Plan, Budget, Long Range Financial Plan
  • CIP comprised of six facility and master plans updated every decade.
  • Wastewater CIP priorities are primarily reliability and capacity (small part regulatory).
  • Reliability: Mostly rehabbing aging infrastructure, small amount growth.
  • Ten year CIP does include some growth into unserved areas.
  • Collection System Master Plan: identified 19 basis that would have excessive I/I in 2040.
  • Master Plan identified $120 million in savings if the 65% reduction in I/I.
  • Reducing I/I by lining laterals and main lines is more cost effective than building bigger plants.
  • Major changes in the 2027-2032 CIP: Costs, Clackamas Interceptor, Wet Weather Program, UV Project, Mt Scott, Willamette.
  • 5 Year CIP $239 million over next 5 years for wastewater.
  • Doing well on maintaining spending on what is projected.
  • 5 year CIP of $27.4 million over next 5 years for surface water.
  • Tri City Wet Weather Program - $70 million: Increase peak capacity from 70-105 MGD, Relocate Large Vehicle parking to accommodate Tri City Admin Renovation, Remediate Landfill to meet purchase agreement requirements, Design/Construction 2026-2031.
  • Tri City Influent Pump Station - $20.8 million: complete electrical overhaul, holistic swap out of all pumps and electrical, expensive temporary facility for bypass pumping.
  • Middle Clackamas Interceptor - $33.3 million: State revolving funding loan, getting reviews and ODOT permits, chose to delay bidding, design and permits done.
  • Rock Creek Interceptor - $11.7 million: two phases – easement acquisition at this point, anticipating going out to bid this winter and construction next summer, tied to DTD project where they will close down Troge Rd. Property owners can make negotiations take a bit longer and be more difficult.
  • I&I Reduction Work is Underway: Rehabbed 20,200 linear feet of mainlines, 648 linear feet of laterals, 98 manholes.
  • Market Drivers: Contractor availability – impacts cost and schedule, Tariffs – impact cost, Growth vs SDC Assumptions – impacts capacity and funding, Regulatory environment – impact cost and schedule.
  • Costs are getting more expensive.
  • Erin Blue normally presents these slides, but she is not available today, Jeff will do his best!
  • Financial Planning and Rate Impact: Provide all necessary services to protect public health and water quality, ensure sufficient capacity to support economic development, provide services in the most cost effective manner for ratepayers, honor foundational commitments regarding Legacy Debt payments, Achieve WESAC directive of charging by service received, not geographic location.
  • Asking the board for a 5% rate increase
  • Surface water project on loan forgiveness from Middle Clackamas – able to leverage some of our loan debt to deliver and get money back to do surface water projects.
  • WES will incorporate comments from TAT and WES Advisory committee and will be presenting that to the Advisory Committee next month, asking for a motion of support. If they get motion of support, it will be going to the WES Board for adoption (probably January).

12:06 pm Round Table Discussion (4 minutes

  • Kurt – asking Jessica about potential Data Center Moratorium – has anyone seen any water use numbers or other data?
  • Chris – not much here, everyone is tracking the reviews that are being done on potential moratoriums. Asking Kurt what the board is looking for?
  • Kurt – work in progress, trying to get out infront of anything that may come, still in Q&A mode with electives, want to feed in what’s the Water, Sewer, Electrical from a planning perspective.
  • Chris – recommending to reach out to Hillsboro
  • Kurt – that technology is adapting/changing rapidly, so answers we get now may be different in six months.
