Persons using referral agencies on this list should use safe consumer practices such as checking references and contacting relevant regulatory agencies, professional associations, the Better Business Bureau 503-226-3981, and the Financial Fraud unit of the Oregon Department of Justice Services 503-229-5576.
Consumers are advised:
- To interview potential providers in advance of placement.
- Read the proposed contract or service agreement thoroughly and/or have an attorney review the document before signing it.
- Visit any potential adult care placement providers before making a final decision.
Adult Day Services Programs
Adult Day Services Programs offer caregivers a break from caregiving roles. The kind of care they provide varies, as do the days and hours of operation. Recreation and social programs are included. Other services offered may include personal care, general medical care, meals, transportation, caregiver support groups and more. Prospective participants and caregivers are usually welcome to observe the program before making a decision about attending. Some programs have contracts with Medicaid, Oregon Project Independence or private insurance carriers. Call the individual programs for rates and further information.

Assisted Living Facilities
Assisted living facilities provide a "social model of care," designed to meet the social needs as well as the medical needs of people requiring placement in a supervised care facility. Costs for care are flexible, depending on the level of care necessary for individuals to maintain their independence.

Nursing Homes
Nursing homes are regulated by the state to insure that they meet standards for quality care and services. There are two levels of nursing home care available: intermediate and skilled. Most nursing home residents do not require skilled nursing or skilled rehabilitation services. The long-term care and 24-hour supervision needs of most nursing home residents can be met in an intermediate care, rather than a skilled facility. Nursing homes have more staff and consultants than other supervised living arrangements. They may be able to care for persons with problems such as incontinence, wandering, advanced dementia or lack of mobility, which require a level of care not available at many other facilities.

Residential Care Facilities
Residential care facilities (RCFs) provide supervised care to persons who are elderly or disabled, in apartment or boardinghouse-like facilities for six or more residents. They must be state-licensed. Some facilities are also endorsed as Memory Care Communities by the Oregon Department of Human Services.

Supportive Living
An apartment, townhouse complex or individual cottages which offer a variety of services to meet the needs of residents. These services may include meals, shopping assistance, medical services, a community center, recreational activities or transportation. Some retirement communities provide several levels of care, ranging from independent housing to long-term care, in one campus-like setting. Purchase of a residential unit may also be an option.
