Facilities Maintenance Assistant

Class Characteristics

Under supervision, to perform a variety of manual and limited-skilled maintenance, construction, janitorial and/or landscaping tasks for County buildings and grounds facilities; and to do other work as required.

Distinguishing Characteristics

The Office of Facilities Management is responsible for planning, directing and administering comprehensive programs for space planning, commercial leasing, construction, re-modeling, maintenance, warehouse support, utilities, HVAC, security, environmental safety and general support services for County-owned and leased buildings and grounds. Facilities is responsible for all County buildings to help ensure Clackamas County facilities and surrounding areas are maintained, safe for employees and visitors, and is secure.

The Facilities Maintenance classification series is used by County departments to provide maintenance, repair, construction, and remodeling of County-owned and leased building structures and related systems. This classification series is designated as essential personnel.

The Facilities Maintenance Assistant may be assigned to one or more functional areas including janitorial services, grounds maintenance, building maintenance, construction or event support.  Assignments may be performed independently or as a part of a crew.

The Facilities Maintenance Assistant differs from the Building Maintenance Specialist which performs semi-skilled trades work, performs a higher-level of preventive maintenance, repairs of building structures, and has some lead capabilities.

Typical Tasks

Duties may include but are not limited to the following:

  1. Performs a variety of low-level preventative and building maintenance facilities support functions; moves furniture, boxes and equipment; loads and unloads trucks; picks up, delivers and stores supplies and materials; cleans and assists in servicing vehicles and equipment. Provides support in set-up and take-down for county events.
  2. Maintains inventory of janitorial, landscape, maintenance and repair supplies, maintenance materials and parts in accordance with Facilities Management and procurement procedures and guidelines; maintains assigned areas.  
  3. Performs basic inspections on buildings and/or grounds noting maintenance and safety issues that need to be corrected; performs minor corrections, emergency janitorial clean-ups, and work during inclement weather events.
  4. Subject to the inspection and approval of a Facilities Maintenance Technician or other senior staff, may be assigned duties such as monitoring service contractors, temporary workers, where working independently and/or with other Facilities Maintenance Assistants is required.
  5. Construction assignments include:
    Assists in the remodel, repair and maintenance of buildings and structures; repairs and installs drywall; cuts and installs steel stud framing; cuts and installs exterior siding; measures, cuts and installs carpeting and other flooring materials; installs suspended ceiling frames and tiles; transports laborers and equipment in a light truck or van.
  6. Grounds assignments include:
    Cleans and maintains landscaped areas, including walkways; mows, rakes, edges and weeds lawns; trims shrubbery and cuts brush; fertilizes lawns and planted areas; plants shrubs and ornamentals as assigned; picks up and disposes of trash from landscaped and parking areas; works with Facilities Maintenance Technicians to clean and maintain water feature; graffiti removal; removes snow and ice according to standard procedures.
  7. General Services assignments include:
    Cleans and maintains buildings and restrooms; sweeps, scrubs, strips and polishes floor surfaces; applies wax, acrylic or other materials to hard surfaces; scrubs walls, ceilings and plumbing fixtures; removes garbage and litter; restocks supplies; graffiti removal; removes and disposes of bio-hazardous waste, including site cleanup.
  8. Maintenance assignments include:
    Performs minor building maintenance and repair tasks, including minor patching and painting of interior and exterior surfaces; changes out light bulbs; lubricates locks and hinges; responds and provides assistance to alarm and/or urgent work notifications.

Required Knowledge and Skills

Working knowledge of: Basic building maintenance methods and practices; basic knowledge of hand tools and small power tools; safety and accident prevention practices; customer and public service techniques; basic math; basic computer skills; record keeping and reporting methods.

Skill to: Operate a variety of power tools and equipment; drive and tow trailers in a variety of weather conditions - including rain, snow and ice; establish and maintain effective working relationships with County and temporary staff, service contractors, vendors, customers and the public; communicate effectively, both verbally and in writing.

  • Construction and Maintenance assignments: Operate pressure washers, paint sprayers, and texturing equipment.
  • Grounds assignments: Operate blowers, trimmers, edgers, mowers, and other motorized equipment.
  • General Services assignments: Operate carpet extractors, buffers, vacuums, and other cleaning and polishing equipment.

Working Conditions

Duties require frequent walking squatting, kneeling, bending, twisting, balancing, climbing, fine motor control, and the ability to lift and carry up to 75 pounds, and push/pull 100 pounds. Duties involve frequent exposure to confined spaces, loud noises, slippery and/or uneven surfaces, and working at heights. Incumbents are exposed to a variety of environmental elements including dust, fumes and other irritants, and adverse weather conditions including extreme temperatures.  

Some positions are assigned to work in an adult custody setting involving frequent contact and interactions with adults who may exhibit severe antisocial behavior.

Incumbents are required to perform after-hours emergency response on a call-out basis and respond as needed as essential personnel.

Pre-Employment Requirements

Must successfully pass a criminal history check which may include national or state fingerprint records check.   

All positions within the Facilities Management Division must pass a pre-employment drug test.

Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license, and possess and maintain an acceptable driving record throughout the course of employment.

Post-Employment Requirements

Must possess or have the ability to obtain within six (6) months of hire:

  • Forklift certification
  • State of Oregon DEQ/OSHA approved class III Asbestos Containing Material (ACM) Worker course/training certificate
  • CPR/First Aid/AED certification; and
  • Bloodborne Pathogen training

Positions within Maintenance and Grounds assignments must possess or have the ability to obtain confined space certification within six (6) months of hire.
