Weatherization and Energy Education

Clackamas County Weatherization Services helps income-qualified households lower energy bills and improve home comfort, health, and safety by increasing energy efficiency.

What weatherization includes

Weatherization uses upgrades that keep homes warmer in winter and cooler in summer, such as:

  • Attic and ceiling insulation
  • Floor insulation
  • Air sealing
  • Sealed and insulated heating ducts

These improvements reduce heat loss and keep conditioned air inside the home.

Why it matters

  • High energy bills can be a major burden for households with limited income.
  • Weatherization helps lower utility costs and frees up money for other essentials.
  • The program serves households at or below 200% of the Federal Poverty Level.
  • Priority is given to seniors, people with disabilities, and families with children.
  • Available for single-family homes, manufactured/mobile homes, and some multi-family units.

Energy education

Energy education helps households get the most benefit from home upgrades by learning how to use them effectively. It may be provided:

  • During home visits
  • At community workshops (senior centers, county facilities, etc.)

Home Repair is a loan program for homeowners in need of repairs or improvements by offering low 3% interest, deferred payment loans. Weatherization is a grant- funded program providing free energy conservation services.

Your application is dated upon arrival in our office and filed by that date. The wait is anywhere from two to four years. Please call the office at 503-650-3338 if you would like an approximation of your place in line.

No. The Weatherization Assistance Program is grant-funded, which means there is no cost to you as long as you meet the income guidelines.

Under certain circumstances, we may be able to weatherize a rental with agreement from the landlord.

You will receive a notification in the mail and will be denied services. However, you may be referred to other agency programs. Please familiarize yourself with the income guidelines on this page.

The Weatherization Program is not an emergency repair program. If you need immediate assistance with your furnace, please call Utility Support at 503-650-5640 to see if you qualify for assistance. Please keep in mind that weatherization work on your home is not a certainty. Results of your energy audit will determine what work, if any, will be done on the home.

In general, the program is a one-time service. Per our funders, residents must wait 15 years before having a home re-weatherized.

Once your household income is approved, it can take several months to schedule your energy audit. Energy audits are scheduled based on our priority lists. If your home is eligible for energy saving measures it may take several additional months before any work begins. Our program runs year-round.

Once you are approved, you are put in line for an energy audit. We schedule audits based on your household’s priority points at the time of application. You do not have to do anything but wait for us to contact you to set up the energy audit. We will contact you within two weeks of the anticipated audit date.

Clients are scheduled for an energy audit based on a priority list mandated by our funders. Priority is given to the following: seniors (60+), people with disabilities, families with children 18 years and under, high residential energy users, and households with high energy burden.

Yes. You or another adult age 18+ that is listed on the application will need to be present to conduct an energy audit or for contractor work to take place.

It comes from two federally funded programs: The U.S Department of Energy Weatherization Assistance Program (DOE-WAP) and The Low-Income Home Energy Assistance Program (LIHEAP), as well as local funding through Bonneville Power Administration (serves the Canby Utility District), and Public Purpose funding from Portland General Electric.
