    1. Public Hearing for the 2026 Annual Public Housing Authority Plan and Moving to Work Supplement. No County General Funds are involved.

    1. Approval of a Supplemental Budget Resolution for Fiscal Year 2025-26. Fiscal impact is a net increase in appropriations of $1,797,361. Funding is through Beginning Fund Balance, Other Revenue Resources, Intrafund Transfers and Other Revenue from Auction Proceeds. Transfers include $566,404 of County General Funds.

      2. Approval of a Grant Acceptance from the Oregon Criminal Justice Commission for the Behavioral Health Deflection Program Phase 2 funds. Grant Value is $1,283,630 for 21 months. Funding is through the Oregon Criminal Justice Commission. No County General Funds are involved. –DA 
      3. Approval of a Subrecipient Agreement with Clackamas Women’s Services for linguistically and culturally responsive victim services through Clackamas Women’s Services. Agreement Value is $105,030 for 1 year. Funding is through the Oregon Criminal Justice Commission Justice Reinvestment Program. No County General Funds are involved. –CCSO 
      4. Approval of an Amendment to an Intergovernmental Agreement with the City of Milwaukie for reimbursement of retail crime investigation expenses. Amendment Value is $51,000 for 1 year.       5. Approval of an Amendment to an Intergovernmental Agreement with the City of Molalla for reimbursement of retail crime investigation expenses. Amendment Value is $17,000 for 1 year.       1. Approval of an Intergovernmental Agreement with Marion County for court-ordered youth short-term residential services. Agreement Value is approximately $200,000 for 18 months.       1. Approval of Sale Documents for 19 properties sold at the December 18, 2025 Surplus Property Auction. Total Gross Sale Proceeds is $359,845.39. Funding is through purchasers. No County General Funds are involved.
      2. Approval of a Goods and Services Contract with KNL Industries for chip rock supply and hauling. Contract Value is $184,500 for 4 months. Funding is through the County Road Fund. No County General Funds are involved.
      3. Approval of a Goods and Services Contract with North Santiam Paving Company for chip rock supply and hauling. Contract Value is $227,500 for 4 months. Funding is through the County Road Fund. No County General Funds are involved.

      1. Approval of an Intergovernmental Agreement with the Oregon Department of Human Services for personal money management services to seniors and people with disabilities. Agreement Value is $950,000 for 2 years. Funding is through the Oregon Department of Human Services and $110,000 of budgeted County General Funds.
      2. Approval of an Amendment to a Personal Services Contract with The Father’s Heart Street Ministry for Tukwila Springs resident services. Amendment Value is $239,731.25 for 6 months. Total Contract Value is $540,659.25 for 2 years. Funding is through Metro Supportive Housing Services Measure funds. No County General Funds are involved.
      3. Approval of a Personal Services Contract with The Peer Company for households at risk of housing instability due to mental health and substance use. Contract Value is $238,868.60 for 2 years. Funding is through Metro Supportive Housing Services Measure funds. No County General Funds are involved. 
      4. Approval of an Amendment to a Subrecipient Agreement with AntFarm for Molalla Resource Center building improvements.  Amendment Value is $653,874.80 for 6 months.  Total Agreement Value is $1,420,524.80 for 18 months.     2. Approval of a Contract Amendment with Parametrix for construction consulting services at the 3-Creeks Floodplain Enhancement Project. Amendment Value is $149,786.64 for 1 year. Funding is through the Oregon Department of Transportation and a required match of $35,057 of NCPRD staff time. No County General Funds are involved.

Director Helm moved to approve the NCPRD Consent Agenda and Director Schrader seconded. Motion passed 4-0.

Administrator Schmidt praised the Child Abuse Multidisciplinary Team, specifically Cassie Stweart-McCarthy, for work to reduce sleep-related infant deaths. 

  1. COMMISSIONER COMMUNICATION

Commissioner Schrader reported on a recent meeting with Oregon State University Extension and Clackamas Community College about the future Extension/4-H Building. 

Commissioner West responded to constituent concerns about a potential ordinance to limit syringe exchanges. 

Commissioner Helm mentioned a recent Clackamas County Coordinating Committee meeting in Molalla. 

Chair Roberts commented on a visit to local business Blooming Boutique and the deaths of six American military members due to the conflict with Iran. 

Chair Roberts adjourned the meeting at 11:09 AM.
