  1. PUBLIC COMMUNICATION
    (The Chair of the Board will call for statements from citizens regarding issues relating to County government. It is the intention that this portion of the agenda shall be limited to items of County business which are properly the object of Board consideration and may not be of a personal nature. Testimony is limited to three (3) minutes. Comments shall be respectful and courteous to all.)

  2. PUBLIC HEARINGS
    (The following items will be individually presented by County staff or other appropriate individuals. Persons appearing shall clearly identify themselves and the department or organization they represent. In addition, a synopsis of each item, together with a brief statement of the action being requested shall be made by those appearing on behalf of an agenda item.)
    1. Approval of Boundary Change Proposal #2026-003 for sewer services to territory located in the Parker Crest neighborhood of West Linn. No County General Funds are involved.
    2. Approval of Boundary Change Proposal #2026-008 for annexation of Sandy Rural Fire Protection District into Clackamas Fire District. No County General Funds are involved.
    3. First Reading of Amendments to Clackamas County Code Chapter 8.10, Short-Term Rentals and Declaring an Emergency. Increased short-term rental permit fees to generate approximately $558,100 of revenue to support short-term program staffing requirements. No County General Funds are involved.
  3. CONSENT AGENDA 
    (The following Items are considered routine, and therefore will not be allotted individual discussion time on the agenda. Many of these items have been discussed by the Board in Work Sessions. The items on the Consent Agenda will be approved in one motion unless a Board member requests, before the vote on the motion, to have an item considered at its regular place on the agenda.)
    1. Elected Officials 
      1. Approval of Previous Business Meeting Minutes.– BCC
    2. Technology Services 
      1. Approval of an Amendment to a Service Level Agreement with the City of Milwaukie for a new redundant dark fiber circuit. Amendment Value is $6,288 with no time increase. Total Agreement Value is $166,670 for 6 years. Funding is through Clackamas Broadband eXchange monthly cable lease revenue. No County General Funds are involved.
    3. Clackamas 911 (CCOM) 
      1. Approval of a Grant Acceptance with Oregon Emergency Management for call center facility upgrades. Grant Value is $750,000 for 1 year. Funding is through 2024 Congressionally Directed Spending Award and a required match of up to $250,000 in budgeted department funds, which includes 911 taxes and user fees. No County General Funds are involved.
    4. Juvenile 
      1. Approval of an Amendment to an Intergovernmental Agreement with Linn County Juvenile Department for emergency fee-for-service juvenile detention beds. Amendment Value has no cost and an extension of 2 years. Total Agreement Value is $255,500 for 4 years. If necessary, funding is through budgeted County General Funds.
    5. Transportation & Development 
      1. Approval of a Resolution Declaring the Public Necessity and Purpose for the Acquisition of Rights of Way and Easements, and Authorizing Good Faith Negotiations and, if Necessary, Condemnation Proceedings, for the SE Eagle Creek Rd – SE Duus Rd Intersection Improvements Project. Project Value is $2,192,619. Funding is through the Community Road Fund and System Development Charges. No County General Funds are involved.
    6. Health, Housing & Human Services 
      1. Approval of an Amendment to a Contract with The Native American Rehabilitation Association of the Northwest Incorporated for Supportive Housing Case Management services at Tukwila Springs. Amendment Value is $326,216.00 for 1 year. Total Agreement Value is $652,432 for 3 years. Funding is through Metro Supportive Housing Services Measure funds. No County General Funds are involved.
      2. Approval of an Amendment to a Personal Services Contract with Up and Over for homeless outreach and supportive housing case management services. Amendment Value is $812,550 for 1 year. Total Agreement Value is $3,588,292.49 for 5 years. Funding is through Supportive Housing Services Measure funds. No County General Funds are involved.
      3. Approval of an Amendment to a Personal Services Contract with The Father’s Heart Street Ministry for Tukwila Springs resident services. Amendment Value is $479,463 for 1 year. Total Agreement Value is $1,020,122.25 for 2 years. Funding is through Supportive Housing Services Measure funds. No County General Funds are involved.
      4. Approval of an Amendment to a Revenue Intergovernmental Agreement with the Oregon Health Authority for update rural public health service financing. Amendment Value is $677,714 for 2 months. Total Agreement Value is $7,346,693.61 for 2 years. Funding is through the Oregon Health Authority. No County General Funds are involved.
      5. Approval of a Grant Application for continued Mt Hood Corridor transit service. Application Value is $1,860,000 for 2 years. Funding is through the Federal Highway Administration. No County General Funds are involved.
