    (The Chair of the Board will call for statements from citizens regarding issues relating to County government. It is the intention that this portion of the agenda shall be limited to items of County business which are properly the object of Board consideration and may not be of a personal nature. Testimony is limited to three (3) minutes. Comments shall be respectful and courteous to all.)

  2. HOUSING AUTHORITY CONSENT AGENDA (The following Items are considered routine, and therefore will not be allotted individual discussion time on the agenda. Many of these items have been discussed by the Board in Work Sessions. The items on the Consent Agenda will be approved in one motion unless a Board member requests, before the vote on the motion, to have an item considered at its regular place on the agenda.)
    1. Approval of an Infrastructure Funding Agreement with Clackamas Workforce Partnership for operation of the OneStop Center. Agreement Value is $275.39 for 1 year. Funding is through US Department of Housing and Urban Development grant funds. No County General Funds are involved.
    2. Approval of an Amendment to an Intergovernmental Agreement with Clackamas County for the coordinated delivery of housing and homeless services. Amendment Value is $31,476,701.37 for 1 year. Total Agreement Value is $93,003,712.70 for 5 years. Funding is through State Emergency Order funds and Regional Supportive Housing Services Measure funds. No County General Funds are involved.

    1. First Reading of an Ordinance for the Removal of Personnel Portions of County Code for Replacement with Employee Policies and Procedures. No fiscal impact. No County General Funds are involved.

      1. Approval of Previous Business Meeting Minutes – BCC
      2. Approval of an Amendment to an Intergovernmental Agreement with the Oregon State Marine Board for 2 patrol boats. Amendment Value is $250,000 for 1 year. Total Agreement Value is $1,007,056 for 2 years. Funding is through the Oregon State Marine Board. No County General Funds are involved. – CCSO
    2. County Administration 
      1. Approval of a Work and Financial Plan with US Department of Agriculture Animal and Plant Health Inspection Service for wildlife management services. Agreement Value is $124,791 for 1 year. Funding is through the Oregon Department of Fish and Wildlife, Oregon Department of Agriculture, US Department of Agriculture and $91,500 of budgeted County General Funds.
    3. Health, Housing & Human Services
      1. Approval of a Local Subrecipient Grant Agreement with Cascadia Health for residential treatment services. Agreement Value is $68,300 for 18 months. Funding is through the Oregon Health Authority. No County General Funds are involved.
      2. Approval of a Grant Agreement with the Oregon Health Authority for the development of community-based housing, including at the Recovery Campus. Grant Value is $10,000,000 for 1 year and 9 months. Funding is through the Oregon Health Authority. No County General Funds are involved.
      3. Approval of an Amendment to a Subrecipient Agreement with Oregon State University for parenting education programs. Amendment Value is $113,000 and 1 year. Total Agreement Value is $211,000 for 2 years. Funding is through Oregon State University. No County General Funds are involved.
      4. Approval of a Funding Application to the Oregon Department of Human Services for the Ticket to Work disability employment assistance program. Funding Value to be determined upon award. Funding is through Oregon Department of Human Services. No County General Funds are involved.
      5. Approval of a Personal Services Contract with MTR Western for operation of the Last Mile Shuttle program. Contract Value is $5,150,740 for 5 years. Funding is through Statewide Transportation Improvement Funds. No County General Funds are involved.
      6. Approval of an Amendment to an Intergovernmental Agreement with the Housing Authority of Clackamas County to transfer funds to the Housing Authority for the coordinated delivery of housing and homeless services. Amendment Value is $31,476,701.37 for 1 year. Total Agreement Value is $93,003,712.70 for 5 years. Funding is through State Emergency Order funds and Regional Supportive Housing Services Measure funds. No County General Funds are involved.
      7. Approval of an Amendment to an Intergovernmental Agreement with the City of Wilsonville for rent assistance, motel vouchers and other housing services. Amendment Value is $249,800 for 1 year. Total Agreement Value is $756,900 for 3 years. Funding is through Supportive Housing Services Measure funds. No County General Funds are involved.
      8. Approval of a Pharmacy Services Agreement with The Kroger Company for use of Fred Meyer prescription drug dispensation locations. Agreement Value is $200,000 for 5 years. No County General Funds are involved.
    4. Technology Services
      1. Approval of an Amendment to a Service Level Agreement with the City of Happy Valley for a new dark fiber connection from City Hall to the Police Building. Amendment Value is $3,144 for 1 year. Funding is through the Clackamas Broadband eXchange monthly cable lease revenue. No County General Funds are involved.
    5. Transportation & Development
      1. Approval of a Grant Application to the US Department of Transportation for the Hackett Creek Culverts Replacement Project. Application Value is $7,346,200 for 4 years. Funding is through the U.S. Department of Transportation and a match of $1,469,240 from the Road Fund. No County General Funds are involved.
      2. Approval of an Infrastructure Funding Agreement with Clackamas Workforce Partnership for operation of the OneStop Center. Agreement has no required contribution from the County and a duration of 1 year. Funding is through federal Workforce Innovation and Opportunity Act. No County General Funds are involved.
