  • Teresa brought the meeting to order 4:35pm

  • Acronym list updates.
Clackamas County Mobile Crisis Response Team- Hayden Kaser
  • Started in December 1st 2020, peers integrated in 2021.Interdiciplinaary model with QMHP, QMHA, and peers.
  • Hold the state contract to provide mobile crisis response services.
  • 24/7 operations. Respond to all mental, behavioral, and substance abuse crisis across the county.
  • On scenes provide crisis de-escalation and stabilize to avoid unnecessary hospital visits and arrests.
  • The goal is to respond without law enforcement involvement, about 60% of calls without law enforcement. This is trending down as the program has grown in its procedures.
  • Some of the jurisdictions around here have mental health therapists embedded in sheriff's offices. Responding to calls with officers and doing follow-ups.
  • 72-hour follow-ups.
  • Doing a thorough risk assessments on the scene. We are acute crisis oriented our services are voluntary unless there is a concern about safety. There are situations where an involuntary response is necessary and our team members are director designees and able to write an involuntary hold. We do not go hands on with folks in crisis. Majority of our calls come through our 24/7 crisis line and sometimes through law enforcement.
  • Average response time is 30-35 minutes, the state rule for our community is one hour as we are considered an urban area. When the team is responding to a call far away and someone is waiting for the mobile response team, the crisis line can The right services to the right person at the right time in the right place stay on the phone and assist in de-escalation until the team can get to them. Staffing is about half of what it needs to be to run multiple teams at a time.
  • Recently stationed a clinician at 911 dispatch overnight, able to transfer calls from 911 to him for triaging to decide if they can be transferred to our 24/7 crisis line or if he needs to dispatch with law enforcement.

  • Teresa Melville- The conversation regarding law enforcement's lack of ability to assist in the situation of an armed suicidal individual locked in a building due to policies and liability was shocking to hear.

  • Sara Clement- Looking for a job that supports my advocacy work. Reimagining child welfare conference in Bend a few weeks ago, working on a project for calls that are closed at the hotline and do not go further. In a few weeks I will be going to Cincinnati for conference on 0-6 babies, and children's mental health. Attended peerpocalypse.
  • Sarah Schindlebeck- currently restructuring 4D in the Clackamas area because of measure 110. Workingon connecting with people in Jackson and Bend Oregon to figure out what services they have and how to connect.
