| Update on County Supportive Housing Services (SHS) and Affordable Housing | Vahid Brown and Devin Ellin provided the status of programs and projects in Clackamas County, stemming from the Supportive Housing Services measure, Affordable Housing Bond, and state Emergency Order funds. During FY 23-24, 412 households (775 people) were placed in permanent supportive housing, 456 households were placed in rapid re-housing, and 1,408 households received eviction preventions. Q&A discussion focused on regional discussions to adjust elements of the SHS measure, the logistics of public housing repositioning, and the availability of long-term supports. |
| Reactions to Joint Committee on Transportation visit to Happy Valley | Trent Wilson recapped the Sept. 26 Joint Transportation Committee (JTC) event in Happy Valley. The event included a tour, roundtable, and community listening session. C4 members discussed emergent themes from the event, such as finishing projects, funding reliability, and the 50/30/20 split. Tolling was mentioned infrequently compared to other potential revenue sources. Concerns were also raised about the Statewide Transportation Improvement Fund, which is intended to serve first/last mile connections. The C4 executive committee will discuss opportunities to continue the discussion. Next steps were shared. |
| Updates/Other Business | JPACT – Focused on RFFA and potential bond projects, including two projects from Clackamas County and Oregon City. TriMet presented on its safety program. The vote on JPACT’s 2025 state session agenda on transportation has been moved up to October. MPAC – Focused on the Urban Growth Management decision and an expansion proposal from the City of Sherwood. MPAC made recommendations. There was also a short update on the garbage and recycling facilities plan. |
