Shauna Moon: member of the Bike Bunch, users who ride e-bikes have a strong interest in e- bike rules, there are currently 3 classes of e-bikes, some of which don’t fit into a certain classification, including homemade e-bikes, many don’t know which class their bike fits into. It’d be like classifying car speed limits based on car type, difficult to regulate cars and bikes based on speed potential, we should regulate based on speed practice, not what it is capable. This bill is difficult to enforce, and we should regulate behavior not the type of bicycle.

Lonnie Morse: Complete oversight of seniors (SB471), and do not fit the senior community, I belong to a recumbent club, these sit low to the ground and are e-assisted, seniors need the power of class 2 with throttle assistance. Traffic congestion on an uphill can pose complications without throttle as they don’t have the power to push the pedal without assistance, and they can’t get up or could tip and roll-over, they need the class 2 e-bike to get the motor started and need the throttle of the class 2 e-bike. The legislation overlooks seniors as a demographics. The bill needs to be inclusive, and I support Shauna’s statement, and removed judgement based on the class of bike, but based on the behavior of the rider.

6:40 p.m. – E Bikes: State Parks Rulemaking Letter

Steve Adams: little to no police enforcement on bicycle and MUP, place no priority on it.

Kelli: Motions to approve the letter

Bruce: Shauna stated that the letter didn’t address Class 3 e-bikes

Bruce: Suggest adding “Significant number of Class 3 e-bikes users are seniors and require
the throttle to use.”

Dave: we don’t regulate vehicles based on weight or horsepower, we need a speed limit not and overregulation of behavior. We need to make this simple. We need speed limits to remove complexities.

Bruce: I withdraw my suggestion.

Del: I agree with Dave, maybe we should reduce the letter to 1-page.

Bruce: I second Kelli’s motion (to vote on letter as is, no changes)

Dave: Let’s vote on this, for the Senate Bill let’s keep to 1-page in our response.

Vote: 7 in favor, 1 abstention

7:07 p.m. – E Bikes: SB 471

  • Discussion focused on speed regulation, registration, and path width.
  • Agreement to draft a short response letter for March review.

7:17 p.m. – Minutes Approval

  • Two typo corrections proposed and accepted.
  • Motion to approve minutes (Dave).
  • Second (Kelli).
  • Minutes Approved.

7:20 p.m. – Chair and Vice Chair Elections

  • Dave Weber nominated for Chair (Second: Mindy).
  • Kelli Grover nominated for Vice-Chair (Second: Bruce).
  • Vote: Passed unanimously.
  • Dave Weber elected Chair; Kelli Grover elected Vice-Chair.

7:30 p.m. – Hot Spots

Wilde Road & Capps Road: excessive vehicle parking in the bike lane.

Del: the vehicles are too large and cross into the road

Scott: this connects to a lot of businesses, so commuters use it. The sheriff wont do anything, so we need to mark it and have signs so people can’t park and put up no parking.

Steve: are those 8” bike line stripes?

Scott: there is bike stenciling, it’s unclear if they have actual bike lane striping.

Steve: police are reluctant to enforce unless there is law enforcement

Bruce: signs that say Bike Lane No Parking
Steve: there’s also no posted sign so default is 25

Scott: the stenciling and paint is incredibly faint

Mya: the north bound bus stop drops off 3-8 people per ride, and we all have to cross OR-99 to get to the SE Park Ave MAX station. The light typically takes 50 – 3 minutes to allow pedestrians to cross causing bus users to miss the MAX which only comes every 15 minutes.Emma: extend to Oregon City

Mindy: reasonable suggestion

Del: Harrison and other streets in Milwaukie, need to confront ODOT

Bruce: do county engineers control lights?

Scott: they coordinate with the County

Sunnybrook I-205, there’s no red arrow holding traffic, and cars look left to see if they are clear and don’t look for cyclists in front of them. Perhaps we could write a letter again to ODOT.

MAX Green line:
The new hotel had to put in staircase from the platform to the MUP What was not put in was the bike friendly gutters, install a bike gutter so cyclists to not have to carry or ride the bike down the stairs

Motion:

  1. Address bike lane obstruction and signage at Wilde & Capps.
  2. Contact ODOT regarding OR-99 & Park Ave signal timing.
  3. Contact ODOT regarding I-205 MUP signal issue.
  4. Propose bike gutter at MAX Green Line staircase.

Steve: did the county acquire an easement?

Scott: I’ll do some digging to see what it says

Bruce: I motion to the 4 pts

Dick: I secondMotion passed unanimously.

Scott: County will prepare a Press Release to get the word out to the community Grant.Do people need to reapply?

Del: Alan, from ODOT is no longer with ODOT, he was with the Community Paths grant and wanted to bring it to your attention in case anyone was working with him.

Steve: there was a lot of introductory stuff, it was fairly basic, and we broke up into specific groups. The minutes will be released eventually. It involved 40+ people, and there was a larger variety of people.

Scott: this is a two-year project; we’ll try to get the consultancy team and Rob back to meet the committee.
