Minutes

Three-year project, primary outcome is ped/bike capital improvements county wide. This project sets us up to get state and local grants. The project s five individual plans, based on geographic areas, NW, South, East, McLoughlin, CTC Area. Clackamas Town Center areas divided in to two by I-205 Project involved a lot of public comment To adopt this into the TSP, Chapter 5 of Comprehensive Plan. BCC study session today, no negative feedback, indicated support.

Prioritization process, data driven, based on quantitative criteria, grouped into high, medium, and low based on score.

  • Tier 1 (Green)
  • Tier 2 (Yellow/Orange)
  • Tier 3 (Red)
  • 236 new projects including sidewalks, trails, bike lanes.
  • Includes both linear and point projects (signals, crossings, intersection improvements).

Funding Discussion:

  • Not fiscally constrained; no funding currently attached.
  • Future funding may include small road funds, general road funds, and grants.
  • Tier does not necessarily determine funding eligibility.

Regional Highlights & Discussion Topics:

  • CTC East: Collaboration with cities and ODOT; projects outside city limits.
  • I-205 path gap (CE102) – proposed bike/ped bridge.
  • East region: rural focus; paved trails including Cazadero (E103), Tickle Creek, Welches Rd connection.
  • McLoughlin area: Courtney, Webster Rd, Jennings bike signal, Concord improvements.
  • Northwest: Borland corridor attention due to tolling discussions.
  • South: connections to Oregon City (Leland, Central Point, Molalla Forest Rd).
  • Willamette River Greenway Trail (B2, S208) – feasibility and right-of-way challenges.
  • High-stress intersection concerns and system connectivity.

7:26 p.m. – North Clackamas Revitalization Area Ped Bike Projects – Mya Ganzer and Scott Hoelscher

  • TIF funding used for Bike/Ped and stormwater improvements.
  • Fatalities and injuries mapped for prioritization.
  • Stanley project (joint partnership with City of Milwaukie) entering design phase.
  • Bike/ped bridge planned at Bell north to connect to Springwater Corridor.
  • Luther/Springwater intersection identified as high priority.
  • Alberta identified as key east/west connection opportunity.
  • Discussion of Linwood crossing safety near school boundaries.
  • Overland and Needham project extensions suggested for completeness.
  • Public comments may be submitted to Planning Commission and BCC.

  • Motion to send letter supporting draft plan – Passed.
  • Recommendation to submit written comments for amendments.
  • Discussion of state legislative transportation funding and advocacy platform.
