6:41 p.m. – Cazadero Trail Closure and June Bike Ride – PGE
Bryan: We will be talking about the closures and the plan we have for the Cazadero
Matt B: We have started and completed construction to Rivermill from Estacada (Timber Park) and working towards Eagle Creek, as well as doing early work between Eagle Creek and Boring (to Barton store), where the trails turns and goes by the Salvation Army camp.
Trail will be closed between Boring and Deep Creek. We will then work up along the Springwater corridor, and then we leave Clackamas County, and then will dip down back into Clackamas County on the Springwater Corridor. We expect to be done with the project up to Hogan South, early 2027.

Kelli: how long will the closure be?
Matt B: 60-90 days, the trail is so tight we can’t have trail users and our trucks and excavations
Mindy: how long?
Matt B: starting in a month, and then several months of closures.
Matt B: the first construction step is we dig a huge hole for the foundation (20 to 30 feet deep), then we pour a concreter foundation, with bolts sticking up. If we are able we would open the trail at this step in construction, not during the open excavation period.
Then, we pick up steel poles and install them, some don’t require foundation and are backfilled rock. We are moving the distribution lines up and doing wildfire mitigation. Then we move the ropes and pull new wire in, which will likely require trail closures again. Then we will reseed and do other mitigation methods, and hopefully then we are done for another 100 years.
Bryan: we are trying to strengthen the grid to prevent unplanned outages and reduce fire risk
Sheila: I am wondering if we are to expect any power outages?
Matt B: the people who are served the distribution lines, will have minimal outages. This may result in 4 hour outages. The transmission line work, we don’t expect any. We would only do that when we can’t safely do energized work. If you live adjacent to the trail, you might not expect any outages.
Bruce: not a question but a comment, but Bryan, I believe you went to school with my kids!
Bryan: I believe I did.
Bruce: Good to see you!
Bryan: You too, Bruce. It’d be great to see you and other members at an event and ride for the trail, showing a detour route and to learn more about the project.
This on Saturday, June 13th from 9am – 11am at Boring Station Park. Flyer to come.
We are also organizing the mitigation projects for Boring Station Park.
Scott: yes I talked to Kenny about that today, and it is proceeding. We are doing an archway over the Cazadero Trail at Boring Station Park. We hope to install counters so we can get data on the pedestrians and cyclists using the park.
Bryan: there will also be a community advisory council for the project.
7:05 p.m. – Sidewalk Maintenance (County Code and Report a Road Concern platform) – Scott Hoelscher
County Code, 7.03.090, impediments to sidewalks are prohibited. If you come across a sidewalk impediment, you can report a road-related concern on the website. Link will be in the day after email.
Kelli: where does this information go?
Scott: it’s going to our Maintenance Techs, who will go inspect it. In this case, it may go to Code Enforcement.
Vanessa: at one point would you follow up?
Scott: that’s a good question, I think we can go directly to maintenance about that in those cases.
Jennifer: when we talked about the Oatfield and Concord section, how would complaints about ADA accessibility be received?
Scott: this is more for routine maintenance, that would be more of a Capital Improvement Project.
Sheila: what is the timeline for these requests?
Scott: the backlog can really vary, were unfortunately looking at 2-4 months.

7:31 p.m. – 2025 County Crash Summary – Scott Hoelscher
Scott: Metro has a new data collection program for fatality counts, I will be going over that and the Metro program. The fatality data is made up of jurisdiction types.
The average amount of traffic fatalities each year is 36 people which is a sobering statistic.
Metro Fatal Crash Dashboard. This gives crash data including location, jurisdiction, information about the crash.

Steve, on Transportation Safety Action Plan Meeting: they have to have a draft TSAP out in June, and final in September. If you would like to be on the email change to see the draft, you should let Scott know. There was good representation of all the different agencies in the County, and there were 3 citizen advisory board members.
Scott: Happy Valley is working on an E-Bike ordinance, and they reached out about doing e-bike training. The county is doing travel options work, we have e-bike education scoped as a part of that grant.
