April 3rd Minutes: William moved and Jeanette seconded. Approved unanimously.
Citizen Concerns: Jeanette shared from her experience as member of North Clackamas Parks and Recreation District. The intersection of Trolley Trail and 99E is being looked at ODOT.
Presentation on 82nd Avenue Transit Project: Jason Nolin from Metro and Dameion Samuelson of Trimet introduced the committee to the 82nd Avenue transit project. They are wrapping up the planning steps of the project and plan on coming back when the design phase ramps up. The project focuses on 82nd Street, Line 72 bus route. It starts at Town Center and heads north to North Portland. It will be similar to the FX line (Frequent Express) in Portland on Division including upgrades to stops and shelters and service. The line 72 is the highest ridership bus line in the region and serves as an important North/South connector.
They are forming a community advisory committee. Looking for members.
Decommissioning South Union Mills and South Redland Road Safety Corridors. These two corridors were set up in 2008. They were intended to last three years. The legal framework for safety corridors is spelled out in ORS 8.11.483. They are designated by the County Commissions and must be decommissioned by the Board of Commissioners. They were established for areas with high crash rates. It included signs, higher rates of enforcement and improvements. They were intended to be of limited duration. The county has also embarked on a more system-wide approach rather than one corridor at a time. We have done a lot of improvements on both these roads. Essentially, this is an obsolete mechanism. We need to rescind the designation to remove the signs. Commissioner Savas reached out to ask about the safety corridors that sparked a conversation about decommissioning them.
This is a holdover from our last meeting.
Joe shared safety data from South Union Mills that demonstrated a 7-8% reduction in all and serious crashes after improvement projects completed. There is no county fines doubled on roads that are not State roads. For Redland Road, 16% reduction in overall crashes and severe crashes with a curve warning sign project.
Motion for decommissioning: Nathan moved and 2nd by William. Passed unanimously.
Project Updates:
- Rob shared that we are under contract for the consolidated planning project. The following TSC members volunteered to represent the committee: Janette, Robert, William.
- The Expect the Unexpected project was approved and we have selected a firm to start the work.
The committee adjourned as a meeting and finished with a Trivia Contest won by Patricia!
