Planning file #s Z0405-26 & ZDO-297 would amend the Clackamas County Comprehensive Plan by adopting a new urban growth boundary (UGB) for the City of Molalla.

The City of Molalla is proposing an amendment to their UGB to accommodate residential and employment land deficits identified in its adopted and acknowledged Housing Needs Analysis (HNA) and Economic Opportunities Analysis (EOA). Additionally, the proposal would bring Ivor Davies Park into the UGB and bring additional land in as public/semi-public that would include lands surrounding a future trail identified in the City’s adopted Parks Master Plan (2025).

The proposed amendment is the conclusion of a six-year sequential urban growth boundary amendment workplan the city undertook. The result of that work and the accompanying public process is a proposal to expand the city’s UGB by approximately 346 acres to accommodate expected residential and employment land needs for the next 20 years, including:

  • 177.5 acres of residential land over 24 lots
  • 77.18 acres of industrial land over 4 lots
  • 7.47 acres of commercial land over 10 lots
  • 84.75 acres of public land over 7 lots

A map of the proposed expansion area.

As reflected in the urban growth management agreement (UGMA) between the county and city, and in state law (OAR 660-018-0021), an expansion of the city’s UGB needs to be a coordinated effort and needs to be adopted into both the city and county comprehensive plans.  The city adopted the proposed UGB expansion in September 2026 and Z0405-26 & ZDO-297 will constitute the county’s adoption of the city’s amended UGB.

The Planning Commission and Board of County Commissioners have scheduled hearings to receive testimony from the public and other interested parties on the proposed UGB expansion. Because the proposal may affect your community or area of interest, we are giving you and your organization advance notice of the opportunity to review and comment on them before or at the public hearings.
