Planning file #s Z0411-26 & ZDO-296 would amend the Clackamas County Comprehensive Plan by adopting a new urban growth boundary (UGB) for the City of Canby.
In 2023, the City of Canby initiated an expansion of its UGB and subsequently adopted an Economic Opportunities Analysis (EOA) and Housing Needs Analysis (HOA), which concluded that the city’s current UGB is not sufficient to accommodate 20 years of growth, as required by state law. The City then underwent an analysis of lands both inside and outside the UGB to determine how to best accommodate the identified need; this analysis is found in the September 2026 Urban Growth Boundary Expansion Report. The result of that work and the accompanying public process is a proposal to expand the city’s UGB by approximately 512 acres to accommodate expected residential and employment land needs for the next 20 years.
The proposed expansion area includes the areas identified as 1a; 1b; 1c; 7; 8; and 9 on the map attached to this notice.
As reflected in the urban growth management agreement (UGMA) between the county and city, and in state law (OAR 660-018-0021), an expansion of the city’s UGB must be a coordinated effort and must be adopted into both the city and county comprehensive plans. The city has initiated its adoption process; Z0411-26 & ZDO-296 will constitute the county’s adoption of the city’s amended UGB.
The Planning Commission and Board of County Commissioners have scheduled hearings to receive testimony from the public and other interested parties on the proposed UGB expansion. Because the proposal may affect your community or area of interest, we are giving you and your organization advance notice of the opportunity to review and comment on them before or at the public hearings.
