Clackamas County Public Health’s Environmental Health Program is required by law to review plans for new food service construction, remodels, or changes in food service (for example, adding cooked food to a bar menu).
This process helps ensure your facility is built and operated in compliance with health codes.
Important
If you begin construction without an approved plan review, you may be required to redo work. All applications and fees will still apply. Many building departments require Public Health approval before issuing final building approval.
Who needs a plan review?
You must submit plans if you are:
- Opening a new restaurant or food service business
- Remodeling or expanding an existing facility
- Changing the type of food service offered
- Reopening a facility closed for 12 months or more
Other agency approvals may also be required. Contact zoning, planning, building, plumbing, and fire departments early to confirm requirements.
Plan review process
The process has two steps:
- Plan review
Environmental Health reviews your menu, floor plan, and operational details to ensure code compliance. - Pre-opening inspection
An on-site inspection confirms construction matches approved plans and operations are ready to meet health codes.
Construction may not begin until plans are approved.

What is reviewed
Common review items include:
- Menu and food preparation methods
- Floor plan, seating layout, and finishes
- Handwashing, food prep, dishwashing, and mop sinks
- Plumbing, hot water capacity, and ventilation
- Refrigeration, hot holding, cooking, and dishwashing equipment
- Garbage storage and employee break areas
- Pest control, lighting, and storage areas
Facilities must follow the Oregon Food Sanitation Rules (OAR 333-150-0000).
Remodeling notes
- Your facility may need to close during construction, especially if utilities are interrupted.
- Dust-producing work must occur during closed hours or be fully contained.
- An inspection is required before reopening or using remodeled areas
Pre-opening inspection
Before opening:
- Schedule a pre-opening inspection at least one week in advance
- Submit your restaurant license application and fee
- Pass the inspection before opening to the public
Your business may not open until approval is received from Public Health and other required agencies.
