Student Art Contest - Kellogg Creek Water Resource Recovery Facility 

Clackamas Water Environment Services (WES) invites K-12 students (traditional schools, charter schools, homeschools) in Milwaukie, Oregon to create art inspired by our local waterways. 

Three submissions will be selected and displayed in the newly remodeled Kellogg Creek Water Resource Recovery Facility Administrative Building in early 2027. The remodeled space will include a community room for up to 25 people. 

WES’ vision is to be a collaborative partner in building a clean water future where all people benefit and rivers thrive.

Students may create artwork that reflects

  • How you enjoy the Willamette River, Kellogg Creek, and Mt. Scott Creek 
  • Thriving rivers, streams, wetlands, and natural habitats
  • People working together to protect the Willamette River, Kellogg Creek, and Mt. Scott Creek

Art Requirements 

  • Maximum dimensions: 8.5 in x 11 in (printer paper) 
  • Any flat medium artwork (drawing, painting, etc.)
  • Must be original work 
  • No AI art 
  • WES has the right to use image and display
  • 1 entry per person

Award for Winners

  • Artwork displayed for 1-year at Kellogg Creek Water Resource Recovery Facility 
  • $20 gift card for Michaels: Arts & Crafts Store provided by the Rotary Club of Milwaukie 
  • You will receive a copy of your artwork framed provided by the Rotary Club of Milwaukie 
  • Students recognized at the Kellogg Creek Open House in 2027

About the Kellogg Creek Water Resource Facility 

Opened in 1974, the Kellogg Creek Water Resource Recovery Facility (WRRF) plays an important role in serving the Clackamas Water Environment Services community. It treats wastewater from Happy Valley, Johnson City, Milwaukie, and unincorporated areas of Clackamas County. Each day, the facility cleans nearly 7 million gallons of wastewater before releasing it into the Willamette River.

Official Contest Rules 

  • Clackamas Water Environment Services (WES) invites students grades K-12 who are currently enrolled in a school (traditional schools, charter schools, homeschool) located in Milwaukie to create art inspired by local waterways. 
  • Entries will be judged on best expression of the theme, picture design, creativity, and artistic skill. Only original artwork will be accepted. The three winning entries will be displayed at the Kellogg Water Resource Recovery Facility Administration Building for one year.
  • Artwork must be prepared within the boundaries of an 8 ½” x 11” paper. The paper positioned in the landscape format.
  • The picture must be created with marking pens, color pencils, acrylic or poster paint, watercolors, or crayons. Words, if used should be printed large and kept to a minimum.
  • Entries cannot be returned, and all entries become the property of the Clackamas Water Environment Services and may be used in other promotions without further permission or compensation to the artist.
  • Entries due no later than 5:00 p.m. on December 30, 2026.
  • By entering the contest, the entrant accepts and agrees to the above rules and the decisions of the judges, which shall be final.
