Class Characteristics

Under direction, to develop and provide program analysis and technical assistance in planning water quality improvement programs and projects for surface water, storm water and/or related treatment plant and industrial site surface water discharges; to provide regulatory evaluation, analysis and compliance for wastewater, storm and surface water programs; to provide data collection procedures and analysis of water quality monitoring programs; to provide information and assistance to staff, outside agencies and the general public regarding water quality issues; and to do other work as required.

Distinguishing Characteristics

The Department of Water Environment Services manages and operates the County's wastewater and storm/surface water service districts including sewage facilities, collection systems, pumping stations, treatment plants and storm and surface water management.

The Water Quality Analyst provides data analysis, National Pollutant Discharge Elimination System (NPDES) and Water Pollution Control Facilities (WPCF) permit evaluation and administration, and technical engineering support for surface water projects, wastewater treatment facilities and related engineering functions. The incumbents coordinate consultants with other agencies and staff in the completion of assigned projects.

The Water Quality Analyst differs from the Surface Water Technician that provides maintenance support in the development, implementation and maintenance of water quality-based systems of surface water drainage.

Typical Tasks

Duties may include but are not limited to the following:

  1. Participates in the development of goals and objectives for water quality programs; assists in the implementation of approved policies and procedures; acts as project manager for surface water projects, including stream bank enhancement and retention/detention facilities; works with consultants and outside agencies to identify, analyze and develop solutions and/or alternatives to water resource issues; develops and assists in the planning of water quality and monitoring programs for surface water, storm water, and related treatment plant and industrial site surface water discharges.
  2. Designs projects and assessment methods to verify potential pollution issues, identify potential stream restoration areas and locate storm/surface water monitoring sites; completes and compiles field assessment forms; responds to a variety of drainage and storm/surface water issues; responds to inquiries and requirements such as issues related to new development construction and Endangered Species Act compliance; researches and identifies potential solutions to pollution discovered during field work and other activities; works with County staff and outside organizations to develop and implement solutions.
  3. Designs and utilizes complex computer programs to facilitate data entry and verification, hydrologic and hydraulic modeling, reporting and direct access by other departments and outside agencies; collects, researches, analyzes, assimilates and interprets water quality data; makes recommendations for appropriate models for surface water management; researches and analyzes NPDES and WPCF permits and related documents for storm sewer systems and treatment plants; prepares water quality and other reports to DEQ for permits and compliance; recommends activities for permit implementation.
  4. Interprets water quality data and develops informational material associated with monitoring and related program activities; identifies monthly and storm event-related monitoring locations and monitoring parameters; provides information and assistance to outside agencies and the general public; coordinates efforts of laboratories, consulting firms and other government agencies to meet monitoring requirements.
  5. Monitors and implements Illicit discharge elimination, spill response and related programs; inspects industrial/commercial facilities that generate contaminated runoff; responds to complaints regarding water quality by phone, in the field and at the public service counter; coordinates release incidents with DEQ and other agencies; notifies downstream users; records incident details and identifies responsible parties; ensures effective cleanup; participates in interagency coordination to improve incident response, prevent future incidents and eliminate duplication of services; generates periodic and annual reports.
  6. Reviews, analyzes and interprets government reports, proposed legislation, rules and regulations for impact on water quality standards; updates Surface Water Management standards; makes recommendations for the Surface Water Program; participates in professional group meetings; stays current regarding new trends, methods, techniques, innovations and practices relevant to water quality issues.
  7. Teaches and coordinates water quality and stream/habitat enhancement/preservation programs and projects involving students, volunteers, civic groups and other interested parties; represents WES and participates in meetings, committees, associations, activities and boards; participates in outreach activities, including writing newsletter articles, staffing the department booth and speaking at public events, overseeing the design, acquisition and maintenance of watershed identification signs and markers placed near catch basins, and assisting with the creation of public information brochures.

Required Knowledge and Skills

Working Knowledge of: Hydrology, hydraulics and water quality models; appropriate application and interpretation of information provided by computer models, regulations and master plans; district, state and federal regulations impacting surface water and groundwater; terms and conditions of required permits and related surface water, wastewater and groundwater regulations; land use regulations, zoning, plumbing code and related code enforcement regulations; principles of project management; processes for contract approvals.

Skill to: Work as part of an interdisciplinary team to develop studies, flood control and basin plans that address a wide range of water resource issues; communicate complex and technical information and data effectively to a variety of audiences, both orally and in writing; listen and comprehend issues and concerns expressed by peers, staff, management, consultants and the public; establish and maintain effective working relationships with staff, management, developers, consultants, other agencies, members of community groups and the public.

Other Requirements

Attendance at periodic public meetings during early morning, evening and weekend hours.

Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license, and possess and maintain an acceptable driving record throughout the course of employment.

Minimum Recruiting Standards

Any satisfactory combination of experience and training that demonstrates possession of the required knowledge and skills.
