| Housing Production Tools | Don Hardy shared approaches from Canby’s Housing Production Strategy, such as SDC payment plans (Bancroft Bonding Act), full or partial SDC waivers for regulated affordable housing, and CET waivers for regulated affordable housing. Questions followed about income thresholds, areas of local discretion, implementation of certain tools, and the position of banks. |
| Transit Circulator Successes | Todd Wood discussed the development of the Canby Loop. The service launched in 2021 during the pandemic and serves nearly all shopping centers, neighborhoods, and Canby parks. The loop is almost entirely funded by the Statewide Transportation Improvement Fund and has experienced large increases in ridership. Questions followed about route operations, rider access and commute partners, and the nuances of Canby’s withdrawal from the TriMet service district. |
| Lessons in Employment Land Development | Jamie Stickel discussed practices in the development of Canby Pioneer Industrial Park, such as partnerships with Business Oregon for site readiness, urban renewal as a funding tool, working with site selectors, and the role of relationships. Questions followed about changes in business types, small sites, approaches to expanding industrial uses in light of parcel sizes or multiple parcel owners, and partnerships to help manage arterial flows. |
| Updates/Other Business | JPACT & MPAC – Updates on planning studies. Library Task Force – Work is complete, recommendation forwarded to BCC. Committee Admin – 2026 meeting calendar included in the packet. Non-City C4 members are requested to complete re-appointments by February, 2026. Jaimie will touch base with each seat to discuss support needs. The committee identified the preferred dates of the 2026 annual retreat. |
